We are looking to find a highly qualified leader to serve as a TSI/E-TSI School Improvement Administrative consultant who provides strategic leadership, technical assistance, and professional development to support Targeted and Extended Targeted Support and Improvement (TSI/E-TSI) schools across Iowa. This role ensures coherent statewide improvement efforts, prioritizes equitable outcomes for all students-with a focus on English Learners and students with disabilities-aligns initiatives with ESSA and IDEA-DA, and supports the consistent implementation of High-Quality Instructional Materials (HQIM).
Your Responsibilities:
Goal 1: Lead Coherent and Aligned TSI/E-TSI Supports
Provide statewide leadership for TSI/E-TSI efforts, ensuring coherent implementation across AEAs and with ESSA Administrative Consultants supporting CSI schools.
Partner with district and school leadership teams to strengthen improvement planning, implementation, progress monitoring, and overall system capacity, with a focus on supporting students in special education and English Learner student groups.
Conduct regular check-ins with districts and AEAs to troubleshoot challenges, provide technical assistance, and ensure timely progress on required improvement actions.
Review, analyze, and synthesize AEA reports and school-level data to identify statewide patterns, trends, and areas needing targeted support, including gaps for special education and EL students.
Collaborate with internal teams to align TSI/E-TSI work with broader state initiatives, accountability systems, school improvement supports, and ESSA-IDEA-DA requirements.
Maintain accurate records and data tracking systems to support reporting, compliance, and evaluation of statewide supports.
Elevate promising practices and systemic challenges to leadership to inform policy, guidance updates, and resource development.
Goal 2: Use Data to Drive Continuous Improvement
Lead and oversee ongoing data collection, validation, and analysis at school, district, and AEA levels to inform improvement planning, track progress, and adjust support strategies.
Support districts and AEAs in interpreting achievement, growth, demographic, and programmatic data to prioritize needs and select evidence-based strategies.
Develop and maintain data protocols, templates, and guidance documents that promote consistent, high-quality continuous improvement practices statewide.
Identify statewide trends, gaps, and bright spots, including outcomes for key student groups, and communicate findings to internal leadership to inform policy, guidance, and resource development.
Collaborate with internal teams to ensure alignment between accountability data, school improvement supports, and ESSA-IDEA-DA requirements.
Goal 3: Collaborate and Ensure Quality Across Systems
Provide direction, coaching, and quality-assurance oversight to district leadership and AEA Consultants supporting TSI/E-TSI schools, ensuring consistency, fidelity, and alignment with ESSA and IDEA-DA requirements.
Support coordination across Department teams-including Special Education, School Improvement, Academics & Learner Supports, and ESEA Programs-to ensure coherent, non-duplicative improvement efforts statewide.
Serve as a key leader on the UVA-Partnership for Leaders in Education (UVA-PLE) statewide team, leveraging lessons learned to replicate effective leadership and school improvement strategies across Iowa.
Facilitate cross-team problem-solving to address implementation challenges, ensure consistent messaging, and streamline supports for districts and AEAs.
Review and provide feedback on school and AEA improvement plans to ensure quality, alignment with HQIM, and evidence-based continuous improvement practices.
Support internal capacity building by providing training and calibration sessions for Department and AEA staff to ensure consistent expectations, language, and processes across the state.
Goal 4: Develop Tools, Professional Learning, and Systems
Co-design, develop, and implement engaging, evidence-based learning modules and professional development resources for educators, administrators, and school leaders, aligned with state standards, ESSA, IDEA-DA, HQIM, and best practices.
Develop MTSS guidance, leadership playbooks, and supports tailored to the needs of student groups most represented in TSI schools, including special education and EL students.
Collaborate across Department teams to create, refine, and implement leadership professional development for principals, assistant principals, curriculum directors, and instructional coaches, ensuring alignment with state priorities and HQIM implementation statewide.
Co-design coaching professional development for AEAs and district partners supporting TSI schools.
Lead the redevelopment of the Self-Assessment of MTSS Implementation (SAMI) tool (school and district level), including actionable supporting documents and implementation guidance.
Goal 5: Pilot a Statewide TSI Support Model
Identify a pilot group of TSI schools to receive enhanced support modeled after lessons learned from CSI support structures, with focus on the needs of special education and EL students.
Determine levels of support that cascade appropriately-less intensive than CSI supports but designed to accelerate progress for TSI schools.
Build the capacity of AEAs to provide high-quality improvement support to TSI schools statewide, embedding HQIM, ESSA, and IDEA-DA alignment into all processes.
Document pilot outcomes and develop a plan to scale successful approaches statewide and ensure consistency.

PREFERRED QUALIFICATIONS:
Demonstrated success narrowing and closing achievement gaps experienced by student groups, including students with disabilities and English learners
Strong leadership and organizational skills with experience managing multi-level school improvement initiatives.
Expertise in federal and state education laws, particularly ESSA and/or IDEA-DA, and their application in school improvement.
Ability to collaborate effectively across multiple stakeholders, including school districts, AEAs, and internal Department teams.
Experience in developing and delivering professional learning and coaching for school leaders and educators.
Knowledge of High-Quality Instructional Materials (HQIM) and experience supporting their implementation in K-12 settings.
Strong written and verbal communication skills for policy guidance, technical assistance, and reporting.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
