Work Location and Travel Requirements
This position will work and travel within 54 counties of Colorado. Description of Job
Division of Housing (DOH) Office of Homeless Initiatives (OHI) works with local, state, and federal stakeholders to build, promote, and support collaborative approaches to make homelessness rare, brief, and one-time in Colorado. OHI's vision is to advance solutions that combine affordable housing with accessible services so no one languishes in homelessness. OHI's mission is to work with community partners to create a robust continuum of efficient and effective solutions that reduce and prevent instances of homelessness and ensure that every Coloradan has a safe place to call home.
Colorado Balance of State (BoS) Continuum of Care (CoC) is the federally recognized CoC for the Colorado BoS region, which is made up of 10 subregions, including 54 counties. The purpose of forming the BoS CoC was to combine efforts of multiple BoS communities and improve the ability of Colorado's non-metro and rural counties to compete for funding. The mission of the BoS CoC is to coordinate the planning and implementation of a housing and services system that meets the needs of individuals and families experiencing homelessness within the BoS region, with the ultimate goal of preventing and ending homelessness. Additionally, the BoS CoC is responsible for fulfilling the federal requirements outlined in the CoC Program Interim Rule at 24 CFR Part 578. The BoS CoC is one of four Colorado CoCs.
The U.S. Department of Housing and Urban Development (HUD) requires each CoC to select a Collaborative Applicant to fulfill various responsibilities, including but not limited to submitting the CoC's registration, facilitating the competition for CoC funds, preparing and submitting the Consolidated Application, applying for CoC planning funds, and additional responsibilities documented in the CoC's Governance Charter. In 2023, the BoS CoC Governing Board selected the Division of Housing as the BoS CoC's Collaborative Applicant. Additionally, the BoS CoC Governing Board selected the Division of Housing as the Homeless Management Information System (HMIS) Lead Agency. This BoS CoC Team Lead position is primarily focused on the Division of Housing's Collaborative Applicant duties, and serves as a critical bridge to the HMIS team ensuring aligned operations.
The HMIS Manager is responsible for the Balance of State Continuum of Care's portion of COHMIS, including oversight of system operations, compliance with federal HMIS Data Standards, and coordination of reporting requirements for all participating agencies. This position leverages expertise in COHMIS policies and procedures,
data governance, and system functionalities to support providers across the 54 counties that comprise the Balance of State CoC. The HMIS Manager also ensures that Coordinated Entry workflows within COHMIS are implemented and maintained in alignment with federal guidance and local process standards.
The HMIS Manager supervises a team of HMIS Administrators and collaborates with other Continuum of Care HMIS Leads, COHMIS partners, and participating provider agencies to ensure a cohesive, efficient, and compliant system. This position is responsible for ensuring all required federal HMIS reports-including the Point-in-Time (PIT) Count, Housing Inventory Count (HIC), Longitudinal Systems Analysis (LSA), System Performance Measures (SPM), and
Annual Performance Reports (APR)-are submitted accurately and on time. The HMIS Manager also supports Victim Service Providers in the Balance of State CoC with the use of a federally compliant HMIS Domestic Violence Comparable Database.
This position reports to the Balance of State Continuum of Care Director within the Office of Homeless Initiatives.
The primary duties and responsibilities of this position include, but are not limited to:
Ensuring compliance with federal HMIS regulations, Data Standards, and reporting requirements for the BoS CoC's participation in COHMIS.
Leading the analysis and communication of HMIS data to meet federal reporting requirements and support BoS CoC planning, evaluation, and decision-making.
Overseeing configuration, data standards implementation, and submission of all required federal reporting deliverables. Managing and submitting required federal reports, including the PIT, HIC, LSA, SPM, and APR.
Researching and interpreting policy updates and technical specifications issued by HUD and other federal reporting partners.
Collaborating with other CoC HMIS Leads to promote statewide consistency for end users.
Maintaining alignment with COHMIS governance, data quality plans, and reporting frameworks.
Identifying and coordinating system enhancements or configuration updates to improve accuracy, functionality, and compliance.
Providing advanced or escalated technical assistance to BoS CoC HMIS Administrators and participating agencies and staff using COHMIS, supporting the consistent implementation of Policies and Procedures.
Supporting the development, documentation, and implementation of COHMIS and BoS CoC policies, procedures, and data governance practices.
Coordinating with other CoC HMIS Leads to ensure alignment statewide, and provides escalated support for complex data collection, reporting, and Coordinated Entry (CE) workflows.
Guiding the resolution of complex data quality or workflow issues, particularly within CE processes and reporting functions.
Translating technical requirements, Data Standards, and system functionality into clear, actionable guidance for non-technical audiences.
Supporting training content and technical reference materials developed for end users and partner agencies.
Advising the BoS CoC Director on systemic issues or trends impacting data accuracy, compliance, or user experience.
Producing data analyses and summaries to support BoS CoC committees, workgroups, and the governing board.
Translating complex HMIS data into clear, accessible formats that communicate progress, outcomes, and challenges, helping internal and external stakeholders understand system performance and outcomes through data storytelling and visualization
Developing and maintaining standardized reporting templates, dashboards, and performance measures
Supporting CE-related reporting and analysis to inform prioritization, referral processes, and housing placements.
Identifying trends, gaps, or quality concerns and recommending strategies to improve data completeness, accuracy, and usability.

MINIMUM QUALIFICATIONS
Experience Only: Eight (8) years of professional experience in advanced data management, including collecting, cleaning, analyzing, and reporting on data, specifically within the homelessness response or human services field , to support system-level decision-making and performance monitoring.
OR
Education and Experience: A combination of related education in Public Administration, Management, Sociology, Psychology, Political Science, Social Work, Public Health, Public Policy AND experience as described above equal to eight (8) years.
