The Louisiana Works is seeking an Accounting Technician to join the Office of Workers' Compensation. The Office of Workers' Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers' compensation laws, aiming to support early return-to-work efforts and improve workplace safety. The department manages disputed claims, conducts hearings, reviews medical treatment disputes, and investigates fraud through collaborative efforts like the GAME ON task force.
The OWCA also provides OSHA consultation services to high-risk industries, while Records management maintains detailed records and reporting systems, including electronic submissions of injury reports. Additionally, OWCA conducts financial audits and ensures compliance among self-insured employers and insurance carriers. OWCA does not process individual workers' compensation claims or issue benefit payments. They also do not help injured workers with the claims management.
About This Job
This position for the Second Injury Board (SIB)holds a highly technical and specialized role in fulfilling the mission of the Second Injury Board as outlined in La. R.S. 23:1371.A to encourage the employment of physically handicapped individuals by protecting employers and insurers from excess liability due to subsequent work-related injuries. It is responsible for monitoring, auditing, and managing the financial operations of a Fund exceeding $40 million. It ensures compliance with the financial procedures related to annual assessments, benefit reimbursements, claim settlement, and reporting. The position handles complex audits, coordinating disbursements, providing guidance to staff and serving as a primary contact for internal and external stakeholders on accounting-related matters.
Minimum Qualifications
Three years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties and Other Information
Job Duties:
-Input validated payments into the database and distribute with explanations of non-eligible items.
-Review and verify claim documentation submitted by legal defense counsel.
-Calculate total reimbursement amounts owed.
-Process check requests for legal settlements and maintain reimbursement diaries.
-Coordinate with OSRAP to resolve outstanding check issues and reissue as needed

Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
