Plans, organizes, directs, controls and reviews complex long range (5 year agreement plan) Cooperative Agreements and related functions. 2. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. 3. Evaluates state mission effectiveness regarding the Cooperative Agreements Program. 4. Conducts cooperative agreement council meetings for the purpose of updating policy and procedures to reflect current regulatory changes. Perform other duties as assigned. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard Military Rank/Grade: Enlisted: MSG/E8-SGM/E9 Warrant Officers: CW2-CW5 Officer: CPT/O3-LTC/O5 SPECIALIZED EXPERIENCE GS-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes experience of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. Knowledge to evaluate government programs and operational effectiveness, efficiency, or productively within these agencies, and internal compliance with the policies, laws, and regulations governing these programs. Knowledge of agency programs and activities; agency missions, policies, and objectives; management principles and processes and the analytical and evaluative methods and techniques to assess the Cooperative Agreements Program for efficiency and effectiveness. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
