The Education Specialist provides education, support, and outreach for the Office of Vital Records (OVR). This position collaborates closely with the Education Coordinator to develop and implement a comprehensive training plan for OVR, the Minnesota Fathers' Adoption Registry, and Minnesota's statewide vital records system.
The Education Specialist delivers training, evaluates its effectiveness, and ensures OVR staff and external partners have the knowledge and skills needed to meet their responsibilities in accordance with applicable laws, policies, and requirements. The position works to identify and respond to data quality or security concerns within facilities and partners with the Data Quality Team to identify topics for virtual and in-person site visits, trainings, exhibits, and other outreach efforts and partners with leadership to prepare/train our MR&C users for system changes, implement new policies/procedures/law changes, and to address and improve performance.
Primary responsibilities include:
Educate vital records partners about the statewide vital records system.
Develop training and educational materials and carefully evaluate results of outreach.
Coordinate in person and virtual trainings.
Collaborate with the data quality team to maximize the use of data quality reports to identify and respond to facility data quality concerns.
This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside that radius may telework more with division director approval.
Minimum Qualifications
One (1) year of experience in public health, education/training, program coordination, or a related field
Experience must include each of the following:
Delivery of training, technical assistance, or educational outreach to diverse audiences.
Experience interpreting and applying laws, rules, policies, or procedures and communicating complex or technical information in clear, plain language.
Experience using data to assess training needs, evaluate program effectiveness, or identify performance or data quality issues.
Demonstrated ability to develop and maintain structured processes, documentation, and educational materials, and to work collaboratively with internal and external partners.
Minimum qualifications to be assessed during the interview phase:
Ability to create and facilitate engaging, learner-centered training sessions using adult-learning principles, adapting style and approach to different technical skill levels.
Demonstrated problem-solving ability and sound judgment when responding to unfamiliar, complex, or sensitive issues.
Strong organizational skills and ability to manage multiple training events, logistics, timelines, and competing priorities with accuracy and attention to detail.
Ability to quickly learn and apply new systems, tools, regulatory concepts, or technical content, and confidently translate that new knowledge into training or guidance for others.
Preferred Qualifications
Experience developing training curricula, educational materials, or user guides for adult learners in a public health, health information, or government setting.
Knowledge of vital records operations, public health data systems, or the Minnesota Registration & Certification (MR&C) system, including data security and statutory requirements.
Familiarity with Public Health Accreditation Board (PHAB) standards and measures and their application to training, quality improvement, or program evaluation.
Experience working with hospitals, medical certifiers, funeral homes, counties, or other data-reporting partners to improve data quality, compliance, or operational practices.
