Summary You will serve as a PROGRAM ANALYST in the OFFICE OF THE CHIEF OF NAVAL INTELLIGENCE (OCNI) of OFFICE OF THE CHIEF OF NAVAL INTELLIGENCE AND SECURITY. This position is the head of the Commander's Action Group (CAG). Responsibilities You will develop and synchronize the OCNI's strategic engagement planning, messaging, and alignment with the national security enterprise to advance internal and external Department of Navy (DoN) priorities. You will conduct independent analysis and make recommendations on complex issues involving DoN programs and policies to develop and implement CNI's strategic objectives. You will analyze, evaluate and advise in the development of organizational objectives and short-range/long-range program goals. You will independently exercise judgment in the planning, conducting, coordinating, and reporting on highly complex and ambiguous assignments utilizing untested methods and procedures to resolve systemic problems impacting the organization. You will ensure all program and policy matters are implemented and organizational objectives are achieved. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of national security strategy, defense and foreign policy processes, international relations theory. Knowledge and experience executing the Programming Budgeting and Execution System (PPBE). Ability to develop and design executive quality communication and policy documents, briefings, and visuals.
