JOB REQUIREMENTS: This position is primarily responsible for preparation
and analysis of budget, finance management operations, and business
information services operations for the Health & Human Services
department, however will be cross-trained with other Brown County
financial functions. The Health & Human Services department includes the
Business Operations Division, the Community Treatment Center (Skilled
Nursing Facility, psychiatric hospital, CBRF), a Community Services
Division that provides county human services programs, and a Public
Health division. The work is performed under the direction of the
Director of Administration, with additional operational direction
provided by the Health & Human Services Executive Director. Essential
Duties Directs the planning, organization and development of budget,
business and information services initiatives for the Health & Human
Services department within Federal, State and County guidelines.
Responsible for planning, organizing and preparing, within the
guidelines established by the State of Wisconsin and Department of
Administration, the annual Health & Human Services budget. Works with
department management in explaining the budget goals & objectives.
Facilitates the budget process with the Health & Human Services
department management team. Monitors expenditures/charges, utilizes
expenditures to capture available state/federal funds and ensures
compliance within budget limitations for the Health & Human Services
department\'s overall budget and individual cost centers. Responsible
for coordinating all financial aspects of the Health & Human Services
department\'s day-to-day financial operations including accounting,
forecasting, billing, collections, reporting, payroll, purchasing and
protective payee. Regularly conducts a strategic analysis of revenue
streams to maximize revenue for the Health & Human Services department.
Implements and monitors the effectiveness for the following areas of
responsibility, continuously looking for ways of improving operations:
Billing Accounts Payable Accounts Receivable Financial Audits Financial
Forecasting Audit Liaison Internal Controls Department Financial
Plans/Grants State Reporting Purchasing Payroll Protective Payee Budget
Oversees the day to day operations of financial accountants, accounting
supervisors and the protective payee supervisor within the Department;
plans, schedules and assigns work; instructs and trains in methods and
procedures; checks and approves work in progress and upon completion;
conducts performance evaluations; recommends to the Director of
Administration and Health & Human Services Executive Director hiring
actions, probationary decisions, corrective actions, development
decisions and grievance investigations for assigned staff; ensures the
smooth day-to-day operation of the budget and finance unit. Works
cooperatively between the functions assigned with both the Director of
Administration and the Health & Human Services Executive Director.
Communicates effectively with both. Maintains awareness of federal,
state and county laws and regulations, local requirements, and policy
impacting funding. Regularly communicates and shares monthly financial
forecasts with Health & Human Services department supervisors and other
administrative positions responsible for specific cost centers.
Completes required state and federal reports with regards to
departmental activities and funding. Completes ad hoc analysis of
financial projects and policy changes for the Health & Human Services
Executive Director, Human Services Committee/Board as required. Works
with Administrative staff on new initiatives and ongoing projects to
determine the financial impact to the Health & Human Services
department. Provides presentations to board, committees and other
interested parties on fiscal related matters, including the annual
budget. Completes Health & Human Services departmentfinancial plans and
grant budgets. Oversees the establishment of Medical Assistance rates
and other rates necessary for billing purposes. Acts as the financial
liaison in both Medicaid and Health & Human Services department audits.
Serves as a department representative with local and state financial
groups. Assists in creating and maintaining a positive, rewarding work
environment that capitalizes on the commitment and talents of the
unit\'s personnel. Develops and recommends to the Director of
Administration and Health Human Services Executive Director policy and
procedures that will improve financial operations. Confers with
colleagues in other County departments and agencies, and in
organizations outside of the County (including community non-profit
organizations) to maximize cooperation in areas of joint involvement,
and to create partnerships among clients, families, staff and other
public agency and private sector resources. ** OTHER EXPERIENCE
AND QUALIFICATIONS: Knowledge of federal/state government accounting
principles, policies and fiscal expectations of counties, including
those related to nursing homes, psychiatric hospitals, social services,
mental health or alcohol and drug abuse programs. Knowledge of
computerized management information systems. Knowledge of principles of
budgeting and revenue enhancement. Knowledge of billing and collections
functions. Knowledge of labor contracts and personnel management
practices. Knowledge of analysis and interpretation of complex reports
of data. Knowledge of effective oral and written communication
techniques. Knowledge of principles of supervision and personnel
management. Knowledge of the interrelationships of services provided by
local public and private agencies and organizations. Knowledge of and
ability to utilize a computer and the required software. Ability to
effectively develop and manage an annual budget. Ability to exercise
sound judgment in very sensitive circumstances. Ability to monitor the
selection, assignment, and performance of exempt and non-exempt
personnel. Ability to provide effective liaison with other County
agencies, departments, community providers and employees. Ability to
perform mid to upper-level data analysis including the ability to
coordinate, strategize, systematize and correlate, using discretion in
determining time, place and/or sequence of operations within an
organizational framework. Requires the ability to implement decisions
based on such data, and overseeing the execution of those decisions.
Ability to utilize reference, descriptive, consulting, design and
advisory data and information such as financial forecasts, financial
audits, accounts payable/receivable, billings, program proposals and
contracts, performance appraisals, and State and Federal Statutes.
Ability to communicate orally and in writing with the Health & Human
Services Executive Director, Human Services Board and Committee,
senior-level administrators, supervisory staff, non-exempt staff,
clients and community agency representatives. Ability to develop and
maintain effective working relationships, communication and customer
service approach. Ability to perform high level mathematical operations,
descriptive statistics and to prepare and interpret advanced statistical
reports. Ability to exercise judgment, decisiveness and creativity
required in situations involving the direction, control and planning of
an entire program or multiple programs. Ability to apply principles of
influence systems such as supervising, managing, leading, teaching,
directing, coaching, planning, coordinating and controlling. Ability to
exercise independent judgment to apply facts and principles for
developing approaches and techniques to problem resolution. Ability to
