Oversees the development and production of special and regular accounting reports used for analysis, projection, planning, and controlling expenditures. Interprets regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance. Responds to questions from customers and subordinates regarding accounting data, discrepancies, and procedures, and researches complex problems covering all aspects of processing or technical accounting data. Oversees the development, documentation, and operation of both internal processes and administrative, technical, and automated systems controls within Accounts Receivable. Duties will be developmental in nature when the position is filled below the full performance level. Requirements Conditions of Employment Qualifications GS-07 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. GS-08 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: maintaining ledgers, reconciliation of subsidiary ledgers, and preparation of required reports and analysis of accounting information to ensure proper maintenance of ledgers and records, trial balances, reconciliations, adjustments, and corrective actions; working with a variety of accounting and financial automated systems; and providing professional advice, assistance, and information to customers and co-workers. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for a GS-07, applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service. To be considered for a GS-08, applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-07 Substitution of Education for Experience: One year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. (One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard.) GS-08 Substitution of Education for Experience: Eighteen (18) months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
