Summary The Prosthetics Manager/Supervisory Prosthetic Representative manages and supervises the prosthetics program at the Carl Vinson VA Medical Center. The Prosthetics Manager must possess appropriate knowledge and experience in the field and/or a strong educational background, including business, a medical field (e.g. prosthetics, orthotics, physical therapy, occupational therapy, kinesiotherapy, nursing, etc.), public administration, health administration, or those in related courses of study. Responsibilities The Supervisory Prosthetic Representative must possess the ability to understand and apply procedures, regulations and laws; knowledge of procurement practices, knowledge of appropriations and obligations related to accounts , knowledge of general anatomy and medical terminology, knowledge of principles and practices of budget formulation and execution, ability to manage an inventory system, ability to advise clinicians on the selection, prescription and acquisition of a full-range of prosthetic devices, knowledge of research/investigative studies in prosthetic device development and implementation and participation in the award of prosthetic contracts. Duties include, however, not limited to: Formulates, presents, executes and analyzes organizational budgets. Develops the annual specific- purpose budget for the medical center and submits it for review to medical center leadership and the VISN 7 Prosthetics Lead. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the VISN 7 Prosthetics Service Line. Coordinates assigned budget segment and planning processes in order to inform upper management on key issues, to impact Agency processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Gathers information for assigned programs and reviews budget formulations and workload analysis submissions. Monitors budget allocation and execution to ensure that operating program objectives are met. Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Follows the network business plan through the coordination and cooperation of the facility 's prosthetic program. Ensures that the facility's Prosthetics program, functions, abilities and plans link to and effectively support the overall VHA, VISN 7 Prosthetics Service Line goals, plans and programs. Supports VHA, Network VISN 7 Prosthetics initiatives. Supports Network goals, objectives and achievements with internal and external stakeholders. Identifies unique opportunities to expand quality, access and timeliness of care to veterans at the medical center. Performs program cost analyses such as development of life cycle or other cost analyses projects, or performance of cost benefit or economic evaluations of programs. Assists with cost effectiveness studies by collecting data and making computations. Conducts cost-effectiveness studies for the program. Manages procurement for the medical center's Prosthetics Program. Manages contracting and procurement for small procurements that require varying approaches. Establishes program goals, manages program resources (e.g. specific-purpose and general-purpose budgets, space, equipment, supplies, and personnel) and/or operates aspects of a Prosthetics and Sensory Aids Program. Responds to inquiries to explain new directives, performance measures, policies and strategic goals at the facility. Prepares specific instructions for ongoing operations and/or implements policies designated by higher-level personnel. Handles administrative matters pertinent to all issues related to the facility Prosthetics Program, including requesting and ordering through supply channels, performs inventory and cost control. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. Service chiefs have full responsibility for managing and supervising all phases of Prosthetic and Sensory Aids Service operations. This is the highest level professional position, at the facility, with responsibility for the professional practice of all facility PSAS staff. Individuals at the GS-13 level are typically assigned as Chiefs at a complex facility that provide multiple specialty services such as those described in paragraph 2.g and may manage more than one facility through subordinate supervisors. The chief has full management and supervisory responsibility for the PSAS program. Service Chiefs plan, develop, organize, direct, manage, control, implement and evaluate programs for the Service. They have overall responsibility to ensure proper coordination between care delivered by PSAS and the overall delivery of healthcare within the facility. They are responsible for all supervisory functions, including recruitment and hiring, administering employee leave requests and ensuring all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. The Chief is a member of the senior leadership team providing advice for integrated care programs for a diverse Veteran population with multiple diagnoses, and other needs. The Chief is involved in management planning to achieve medical center, VISN, and national goals.
