Summary This is a Direct Authority (DHA) solicitation utilizing the DHA Certain DoD Personnel) P.L. 118-31, Sec 1250 B(i)(2), 12/22/2023 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This job announcement will fill multiple vacancies for an Interdisciplinary (Architect/Engineer) at the full performance levels (FPLs) of GS-11, GS-12, and GS-13. Responsibilities GS-11: Coordinate with engineering staff to develop plans, specifications, design documentation, real estate and environmental requirements, cost estimates, and budgets for the project. GS-11: Responsible for technical authority and perform a wide variety of technical and coordinative tasks relevant to completion of project. GS-11: Assist supervisor and Value Engineering (V/E) Program Manager in the execution and management of the District V/E Program. GS-11: Perform Quality Control/Quality Assurance to ensure quality technical products. GS-12: Develop policies and procedures to ensure quality technical products. GS-12: Participate in planning and design development. GS-12: Establish requirements for project features in related design work, such as hydraulic engineers who set hydraulic guidelines, soils engineers designing embankment features, etc. GS-12: Assist Supervisor and A/E Program Manager in the execution and management of the A/E Contracting Program. GS-13: Assist with workload to workforce analysis through utilization of tools such as Engineering Management System (EMS), PowerBi Reports, EDW, Qlik Sense, etc. and collaborating with Chiefs within Engineering. GS-13: Lead civil works A/E program, plans, administers, distributes, and recommends to the supervisor actions to balance the workload of in-house team members, consisting of lower-graded engineers and contract personnel. GS-13: Complete quality assurance reviews on design documentation reports, plans, and specifications prior to contract advertisement. GS-13: Perform first line resolution of technical conflicts between all parties involved in the project execution. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. TO QUALIFY FOR THE FPL FOR GS-12: Specialized Experience: One year of specialized experience which includes demonstrating the ability to independently manage and oversee engineering design, construction, or project management tasks, with a focus on problem-solving, decision-making, and collaboration with cross-disciplinary teams which includes at least one of the following experiences: reviewing and modifying engineering designs and plans to ensure they meet technical standards and project requirements; conducting field visits to assess site conditions and adjust project plans or estimates as needed; using software or tools to develop detailed cost estimates for projects and ensuring they align with budget constraints; or Leading small teams or providing technical guidance to junior staff and contractors on engineering tasks or project management tasks. TO QUALIFY FOR THE FPL FOR GS-13: Specialized Experience: One year of specialized experience which includes demonstrating the ability to lead complex engineering design, construction, or project management initiatives, coordinating with multiple stakeholders to resolve technical challenges and ensure the alignment of project goals with organizational objectives which includes at least one of the following experiences: leading the review and approval of advanced engineering designs and plans, ensuring compliance with all technical standards and regulatory requirements; overseeing field inspections and assessments to ensure projects meet quality standards and resolve any technical issues that arise; managing the development of detailed cost estimates, budgets, and schedules for large projects and ensuring alignment with project goals; leading cross-functional teams, providing direction and technical expertise, and ensuring effective collaboration across disciplines; or coordinating with senior leadership, contractors, and external stakeholders to address project challenges and align on project objectives.
