The incumbent uses data related to these programs related to day to day functioning and program evaluation. In conjunction with the Chief- SWS, plans, organizes and directs administrative, operational, and personnel activities for the Service. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Social Work staff of the assigned programs. Incumbent is licensed at the advanced practice level and is able to provide supervision for subordinate staff to qualify for licensure. The incumbent will assure the social workers whom they supervise are aware of, adhere to all current directives of VHA, and meet current accreditation standards, State licensure standards, and VA-OIG expectations. The incumbent conducts ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent is responsible for the ongoing development, implementation, and oversight of the automated chart review process for all Social Workers. This includes the maintenance of a database and reports to be used for the monitoring of practice, assignments, and reviews to be performed as a part of ongoing professional practice evaluation. The incumbent coordinates the efforts of the SW Chart Review committee and requires technical knowledge of database management. Incumbent also implements occasional modifications to review criteria as indicated by changes in practice standards. The incumbent coordinates the local Student Internship program and coordinates the efforts of the SW Student committee in the solicitation, assignment, and oversight of Masters level interns. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, state, etc.). in this role, the incumbent partners with numerous community and private agencies, including universities. Employee Assistance Program- The incumbent is the primary point of contact for the Employee Assistance Program (EAP) program which is administered locally utilizing Social Work staff on a voluntary basis to provide consultation and referral services to employees seeking assistance. This is done in conjunction with Employee Health and the Employee Wellness Committee and serves as a member of the committee. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by the incumbent will be carried out at one or more locations that are physically removed from the main campus. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determination: Supervisory Social Worker, GS-12 Experience/Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
