The Strategy and Technology Office is hiring an Engagement Coordinator for Modernization. This role coordinates and leads Minnesota's full spectrum of engagement and outreach activities related to CCWIS compliance and system redesign. By managing strategic messaging, building inclusive communication infrastructure, and facilitating advisory opportunities, the coordinator ensures transparency, alignment, and shared understanding in CCWIS modernization.
Through a collaborative leadership approach, the position reinforces connections with:
Counties, combined Agencies, and American Indian Child Welfare Initiative tribes
DCYF, DHS, MDH, MDE divisions, MNIT, and legacy SSIS teams
This position also drives the creation of structured feedback loops that foster trust, support continuous improvement, and allow modernization plans to evolve responsively. Ultimately, the Engagement Coordinator ensures that statewide input informs and influences the development of a system that is efficient, effective, economical, and grounded in user needs. This position will support the ongoing engagement and communication that will ultimately lead to successful development and implementation of Minnesota's CCWIS.
Responsibilities include:
Building and sustaining trust-based relationships and leading coordinated engagement efforts with counties, tribal entities, and community partners; ensures that SSIS modernization is informed by external voices and grounded in strong, long-term collaborative partnerships.
Leading and managing engagement-centered projects and cross-sector collaboration efforts that support SSIS modernization.
Building and sustaining strategic relationships that bring external perspectives-especially from counties, tribal entities, and local agencies-into SSIS modernization planning and governance.
Minimum Qualifications
Three (3) years of *experience coordinating engagement and communications strategies supporting social services delivery. Experience must include the following:
Leading strategic engagement and communications planning, including efforts connected to system modernization, service transformation, or organizational change
Facilitating collaboration and communication across internal teams, including technology, policy, and program staff
Supporting or coordinating organization change management activities, including stakeholder readiness, feedback loops, and change communications
*Bachelor's degree in public administration, social work, communications, or organizational development or closely related degree may substitute for one year of experience.
Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:
Relationship-building with diverse stakeholders, particularly counties, tribes, and marginalized communities
Familiarity with data systems and program structures used across Minnesota's county and tribal social services landscape
Strong skills in project management, group facilitation, written communication, and strategic messaging across multiple platforms
Preferred Qualifications
Track record of coordinating across multiple state agencies, technology teams, and policy divisions to align modernization efforts.
Experience with child welfare information systems, federal CCWIS requirements, or state-level modernization initiatives.
Demonstrated success engaging with tribal nations, counties, and culturally diverse communities, with emphasis on equity-driven approaches.
Experience within a county or Tribe social services and understanding of administration of social services locally
Variety of experiences working effectively with others from different backgrounds and cultures.
