This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Iowa Attorney General Brenna Bird seeks an Accountant 2 in the Victim Assistance Section. The Victim Assistance Section assists victims of crime and organizations that provide services to violent crime victims.
Description:
This position ensures state and federal grant funds are used for their intended purpose and for allowable costs. Federal and state grants are awarded to nonprofits, law enforcement agencies, prosecutor offices, and governmental agencies to serve victims of crime.
The person hired for this position must be willing and able to 1) review and process grantee monthly claims; 2) pay approved invoices; 3) reconcile daily warrant or check registers; 4) update and track required matches for federal dollars; 5) review and prepare restitution and subrogation deposits; 6) complete grantee desk reviews; 7) ensure budgets are followed; 8) perform site visits; 9) process and pay victim compensation claims; and 10) complete other duties as assigned by management.
Requirements & Preferences:
Candidates must possess a four-year college or university degree with a bachelor's degree, preferably in accounting. Candidate should have at least three years' experience in an accounting related position. The most competitive candidate will have non-profit or government accounting experience. Preference will be given to individuals familiar with federal and state grant requirements, grant management, or audit experience.
Candidates must be victim-centered and supportive of law enforcement, have excellent verbal and written communication skills, and be proficient with Microsoft Office and computers in general. The person serving in this role must be friendly and courteous, have familiarity with the criminal justice system and a passion for helping crime victims. Possessing excellent interpersonal and teamwork skills, being able to work with little supervision, having time management skills with a proven ability to meet deadlines is required. Must be willing and able to travel throughout Iowa.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance;
OR
substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);
OR
substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;
OR
employees withcurrentcontinuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;
OR
employees withcurrentcontinuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying.
OR
employees withcurrentcontinuous experience in the state classified service that includes the equivalent of twelve months as a Revenue Examiner 1 shall be considered as qualifying;
OR
employees withcurrentcontinuous experience in the state service that includes the equivalent of twelve months as a Revenue Agent (must also have twelve semester or equivalent hours of post high school accounting course work) shall be considered as qualifying.

Additional Qualification Requirements
Travel may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
Some positions within the Department of Revenue require an applicant to have the ability to pass a background investigation conducted by the Department of Public Safety.
