We are hiring for a Senior Construction Security Manager - Full Performance to support our government customer based in Laurel, MD. This position is required to be onsite.
**This position will require an active DoD TS/SCI clearance with Full Scope Polygraph.
The Construction Security Manager (CSM) - Senior conducts construction inspections to ensure conformance to security design specifications/building codes and generating reports. Reviews drawings and submittals and providing the COTR with a recommendation for approval/disapproval and notifies the Government in writing of non-compliant security/safety hazards and recommended corrective actions. The CSM verifies completion of corrections and actions identified and attends project meetings. This shall not change the project scope, cost, duration, schedule, nor obligate the Government in any fashion. The CSM manages project security design and/or construction security efforts, to include system design schedule, funding, and day-to-day security oversight of the construction project. This includes managing and evaluating security compliance at the site and in accomplishing specific construction specifications. The CSM will integrate and coordinate projects with field personnel. Evaluate, validate, and manage project change requests to ensure compliance with specific security specifications. Provide official weekly project status reports.
The CSM will prepare and distribute project communication with customers, management, integrated project teams, and stakeholders. The CSM will assist the client's Contracting Officer (CO), Contracting Officer's Technical Representative (COTR) and Construction Manager (CM) with acquisition planning, execution and administration. The CSM will assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR and provide assistance with access and monitoring of activities.
The CSM will prepare and monitor project schedules; provide technical guidance and assistance on contracting and construction security-related issues; direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on program requirements. The CSM will conduct security design reviews with the customer, ensure timely input of all data, comments, and documentation into the project management tool. This requirement applies to all projects, work orders, and tasks across the project lifecycle. The CSM will ensure integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbing.
Responsibilities
Conduct onsite construction security, physical security, and blast assessment surveys of government facilities or potential sites worldwide.
Write reports detailing the potential vulnerabilities and mitigation strategies based on these surveys.
Provide ad hoc support to the Area Security Officer (ASO) regarding all security disciplines.
Attend meetings, prepare and edit documentation.
Investigate and inspect circumstances to resolve events that impact security.
Perform Sensitive Compartmented Information Facility (SCIF) assessments.
Oversee security-related activities, including: construction security planning and monitoring; participating in security oversight. inspections; liaising with representatives of other Government agencies; contingency planning.
Qualifications
Minimum Qualifications
Education:
Bachelor's degree in any field; high school, vocational school, or trade school diploma and five (5) years' work experience in a similar field may be substituted for degree requirement.
Certifications:
Must have Valid U.S. Driver's and be able to obtain an International Driver's License.
Pass customer specific training and certifications.
Travel:
Must be worldwide deployable, often to remote, austere permissive and non-permissive environments.
Clearance:
Must have an current, adjudicated, and active TS/SCI security clearance with a Full Scope Polygraph.
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
Experience:
Minimum ten (10) years' experience in physical security, including three (3) years' experience in construction security of USG or commercial facilities.
Minimum five (5) years' of experience applying.
This requirement is classified and is available on the high side.
Knowledge:
Knowledge of sound program management techniques.
Knowledge of construction security management practices.
Knowledge of customer specific security requirements; to include floor wall configuration to include system and device standards.
Skills:
Operate MS Project or other PM software such as MAXIMO.
Ability to analyze, prioritize, and problem solve effectively.
Written and oral communication skills, especially ability to brief senior officials.
Strong multi-tasker with the ability to manage time and priorities.
Possess knowledge, skills and abilities, including experience in security management practices, at minimum, in areas of logistics, logistics planning, facility security, and ultimately site security requirements.

Develop and build relationships with logistics and security management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects.
