Our Jacobs' Pinellas County Utilities (PCU) Program Team, based out of Tampa FL., seeks a Mid-to-Senior level Construction Project Manager who has the drive and experience to make a difference for our Pinellas County client and each of the communities within the County that our Program is serving. The PCU Program focusses on project delivery including planning, design, procurement, construction, and commissioning of hundreds of water, wastewater, and reclaimed water capital improvement projects over a five-year window.
You will have a positive impact through overseeing multiple exciting engineering and construction projects serving as the Owner's Project Manager. We are looking for a highly motivated person with solid experience in both project management and construction management for water and wastewater projects.
This position oversees design engineering services, 3rd party construction management services, and engineer of record (EOR) services during construction, as well as overseeing the general contractors for your assigned projects. The role will provide accountability for all project entities and team members and will aid in ensuring services are being performed per contractual requirements. The candidate selected can expect to spend time in the field (client office sites/project sites), and time in the Tampa office performing various project related duties and other administration responsibilities.
Serving as a key team member on the Program, you may work with and support other Jacobs staff working on various aspects of the program, the clients operations and maintenance staff, and other client management staff as you engage in projects. Key areas of responsibility include:
Leading teams of engineering/design and construction management staff from firms that have annual contracts with the client.
Effectively apply and enforce protocols, workflows, and project standards as required by the contract, the specifications, and Jacobs' project execution standards.
Provide support and assistance to Pinellas County's operations/conveyance solution and innovation engineering teams as requested by the Jacobs Program Manager.
Manages the scope, schedule, resource selection, risk assessment, budget and fees required for project assignments.
Documents and advises management of any foreseeable project challenges, adjustments, agreements, and negotiations.
Properly escalates issues to ensure "on-time" delivery. Professionally resolves issues at the authorized level.
Proposal reviews, contract reviews, construction document reviews, and all related project items, ensures compliance with project contract documents and terms, sets turn-around time targets and checks on compliance with project metrics, and adjusts if required.
Represents Jacobs and/or the Client in necessary negotiations and communications, directs and reports project progress and performance to the Jacobs Program Manager and Client, and coordinates with internal and external stakeholders and others as needed.
Directs the project, and project team, from the construction kick-off meeting through project completion and close-out, and manages with clear and concise communications and direction.
Establishes and maintains liaison relationships with other Pinellas County departments and consultant engineering firms.
Manages resource allocation and monitors and manages the costs of all internal and external resource work activities to complete the established project plan.
Reviews, verifies and certifies monthly engineering, construction management, and contractor payment requests, compare the progress billed against actual deliverables, and advises management of discrepancies that could have an impact the amount to be approved for payment.
Monitors and manages all project costs, manages cost conflict resolution prior to the final execution of any work authorizations, and ensures compliance with established billing procedures.
Proactively manages changes in project scope, identifies potential conflicts and devises contingency plans for project success, and works with Program Controls Team for proper documentation, justification, and approval/rejection of proposed project changes.
Ensures that quality processes are planned and implemented as appropriate based on Program/Project/Contract requirements.
Ensure that all required contract records are maintained in the client's system and the Jacobs system.
Make certain that project team members engage in safe work practices in compliance with Jacobs' safety policy, the Clients site-specific safety protocols, and industry standards.
Assist with public involvement, citizen outreach activities, and coordinate with the client's Public Information Office, and aids the client in ensuring responsiveness and timely resolution of citizen complaints.
Apply knowledge and experience to provide solutions, apply cost effective practices, and adapt continuously to changing working conditions.
Prepare progress meeting agendas/summaries, verify quality assurance and control implementation, baseline and progress schedule reviews, assist with claim reviews and responses, and keeps the Jacobs Program Manager and the client informed of the project status.
Conduct site visits for field audits and construction observation.
Independently evaluate the standards, procedures, criteria, and systems utilized within the program, and propose ideas and possible adjustments in current standard practices to the Jacobs Program Manager for consideration.
Performs other related duties as assigned.
Bachelor of Science degree in Construction Management, Building Construction, Civil Engineering, or related engineering discipline.
12+ years of relevant experience (5 or more years of that experience in water/wastewater - preferred).
A valid driver's license.
Demonstrated knowledge and experience with; project management, cost estimating, scheduling, construction management, and a good understanding of data tracking and control system software (ProjectSight, Procore, eBuilder, etc.).
Strong data analysis and technical problem-solving skills, solid written and oral communication skills.
A positive attitude, self-motivated, team-oriented, organized, and dependable.
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the role.
Ideally, you'll also have
Florida Professional Engineer License.
Certified Associate Construction Manager (CACM), Certified Construction Manager (CCM), PMI Construction Professional (PMI-CP), or similar certifications.
Proficiency in the use of construction management software such as ProjectSight.
