Job Summary
Assist the Division Director in the implementation of the Collier County Public Utilities Wastewater Division goals and objectives, and directs the daily operations of the Division, including operation and maintenance of all wastewater utility infrastructure, including the irrigation quality water system, wastewater collection system, wastewater treatment plants, Supervisory Control and Data Acquisition (SCADA) systems, wastewater compliance laboratory operation and division administration.
Essential Functions
Interprets and applies County, Department and Division policies for staff and the public; formulates Wastewater Division policies and procedures in conjunction with the Division Director and in accordance with all federal and state regulatory agencies; evaluates procedures and policies.
Assists the Division Director in planning and directing the activities and staff of the Wastewater Division; directs the day-to-day Wastewater Division operations; anticipates problems and pursues solutions; evaluates and prioritizes issues and recommends and implements strategies to meet Division goals.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Manages and directs, either personally or through subordinate supervisors, daily activities of personnel engaged in the operation and maintenance of wastewater utility facilities and infrastructure, and administrative support; oversee assigned intern program.
Train staff, develop work plans, and assign and monitor the progress of projects and tasks; reviews and approves work plans, reports, and procedures; sets priorities and assures timelines, performance standards and regulatory requirements are met.
Meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress to anticipate technical and management problems; recommends changes to improve the organization's functions and processes; provides leadership, direction, and coaching to employees, provide assistance and training in technical issues, techniques, statutory and regulatory requirements, and professional responsibilities.
Prepares short term and long-range management plans; establishes priorities for Division activities; disseminates information and delegates assignments and special projects; collects, interprets, and summarizes Division statistics; makes decisions based on statistical information; completes regulatory treatment and wastewater compliance reports.
Formulates, develops, and implements standard operating procedures and policies; monitors implementation of divisional rules and regulations; updates divisional guidelines according to federal, state, or local regulatory requirements.
Evaluates and determines proficiency level of section services and assigned personnel; identifies areas requiring improvement; formulates and executes action plans to correct deficiencies.
Ensures state-of-the-art equipment and methodology is used in all areas of responsibility.
Ensures safe and appropriate workspace for employees and associated activities in compliance with Risk Management job safety specs.
Develops preventative maintenance programs for all wastewater utility infrastructure to ensure best practices for the Collier County Water-Sewer District.
Administers outside service contracts such as landscaping, compliance monitoring, county-wide chemicals, emergency generator repair and maintenance, and underground contractors.
Ensures security of critical wastewater utility infrastructure in accordance with Department of Homeland Security directives.
Develop and presents executive summaries and special project reports as required.
Responds to questions, complaints, and requests for information/assistance from the public, commissioners, and other public officials, outside agencies, employees, supervisors, or other individuals and/or divisions.
Establishes priorities for anticipated divisional requirements for each fiscal year; prepares and submits annual budget information; analyzes budgetary data, section requests, and recommends revisions as appropriate.
Administers approved capital project and administrative budgets; monitor operational expenditures for fiscal compliance.
Oversee completion and accuracy of county records including personnel, equipment, vehicles, supplies, and other county purchased items; peruse documents processed by subordinates; provide technical assistance as needed.
Works with the Division Director, Project Management Planning staff to develop short- and long-term capital project needs.
ADDITIONAL FUNCTIONS
Attends and conducts divisional staff meetings; attends workshops and training sessions as appropriate; serves on, directs, or manages a myriad of special panels, boards, and/or committees.
Acts in absence of the Director on their behalf.
May be called to work during days or hours other than those for which they are regularly scheduled.
Performs other related duties as required.

WORKING CONDITIONS
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, traffic hazards, or bright/dim light.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree required.
Six (6) years of related experience.
Related experience must include five (5) years of supervisory/managerial experience.
Candidates without a degree should possess four (4) additional years of related experience.
Fingerprinting required.
LICENSES/CERTIFICATES
Must possess and maintain a valid Class A Wastewater Treatment License or Class A Collections License issued by Florida Department of Environmental Protection.
Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s)
to drive a County vehicle as provided in CMA 5805.
