Responsibilities Reviews, analyzes, interprets, and evaluates proposed Common Data Mappings (CDMs) that support the successful translation of business rules into appropriate code logic. Identifies new requirements, needed changes, and conflicting information. Provides expert technical advice and assistance involving process improvement methodology, including statistical process control methods, to improve the efficiency and quality of work performed. Conducts functional process improvement reviews independently and as a senior specialist when team efforts are required, analyzing abnormal balances to determine the proper corrective actions and ensure reimbursable authorities are adhered too. Develops review plans for projects including resource requirements and timetables; and, as needed, determines composition of project teams and provides necessary training to team members. Evaluates existing processes and procedures; identifies and recommends areas for review; Deploys basic to intermediate knowledge of SQL (to include functions and joins) to support systemic FISCAM testing and validation. Works independently to bring projects and actions to a close with guidance from senior functional analyst Works with data scientist and data engineers to solve data quality issues within databricks and other technology platforms Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as experience such as: Analyzing financial systems, policies and regulations to ensure business continuity or compiling and validating financial data for compliance or providing financial expertise to leadership to support organizational objectives. Experience demonstrating the ability to work independently, as a team and pay attention to detail on submitted documents and products. An understanding of SQL and how to utilize SQL to query tables and databases. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
