The Senior Program Controls Specialist leads the project controls staff and is the primary contact between the project controls team, the project management team and the client. They are responsible for the execution of the program controls plan as developed by the program controls manager. They are responsible for the training, mentoring and support of both internal and external stakeholders in regard to the project controls technology and process.

Manage project controls quality and consistency plans on a program, interface with the clients, attend program meetings, and create statistical reports for the program team and management on a recurring or ad hoc basis.

Responsible for the development, implementation, and management of the program reporting data warehouse and present client facing program controls reports and data as needed.

Collaborate with clients to configure program functions in the planning & controls software.

Lead program management through critical path scheduling, estimating, project cost management, forecasting, document control, and reporting across a program.

Lead quality review and implementation of program execution manuals.

Lead quality review of Earned Value Management system reporting.

Lead quality review, input and document changes and present cost management and forecast reports to program stakeholders.

Analyze data, review logs, and run reports in the planning & controls software.

Create and lead effective utilization of the Work Breakdown Structure (WBS), develop various levels of schedules, apply logic ties within the schedules, and perform schedule what-if scenarios to identify and proactively monitor progress risks.

Develop, review, and analyze pre-programmed program scheduling reports and supporting documentation for accuracy.

Manage resource loading of a schedule.

Validate progress measurement and maintain progress curves.

Lead field audits to validate accuracy of reporting and processes.

Manage implementation and risk management processes by identifying and mitigating risk potentials to the project and communicate risks to program stakeholders.

Lead the Interactive Program Planning Meetings (IPPM).

Analyze forecasted program costs including performance against an established schedule with critical milestones and communicate costs to program stakeholders.

Serve as a point of contact for technical project controls questions from the program team.

Provide leadership and training to team members ensuring the resolution of difficult project control issues.

Experience in managing deliverables of prime agreements, construction contracts/subcontracts agreements.

Responsible for ensuring quality checks and inspections on program controls deliverables on multiple programs.

Perform updates to internally facing financial systems at the direction of the Burns & McDonnell Program Manager.

Assist the Burns & McDonnell Program Manager in communicating the impact of changes to internal financials.

Manage effective relationships with existing and potential clients, customers, and contractors.

Performs other duties as assigned.

Complies with all policies and standards.

Qualifications

Bachelor's degree in Engineering, Construction Management, or related field, and 7 years direct project controls experience required.

Applicable experience may be substituted for the degree requirement.

Experience with critical path scheduling, project cost management, estimating, and document control required.

Experience with Oracle Primavera P6 preferred.

Ability to facilitate and produce detailed construction schedules and interface those construction schedules with engineering and procurement activities preferred.

Excellent presentation skills.

Excellent attention to detail.

Excellent written and verbal communication skills.

Excellent interpersonal skills.

Proficient with Microsoft Office.

OSHA 10-hour safety certification, ability to obtain.

This job posting will remain open a minimum of 72 hours and on an ongoing basis until filled.
