Your Specific Responsibilities:
The incumbent is responsible for the receipt and processing of P-Card payment of all invoices for DOH-Highlands utilizing FLAIR (Florida Accounting Information Resource) in accordance with Section 215.422, F.S. and Chapter 3A-24, FAC. The incumbent performs various fiscal duties under the supervision of the Administrative Services Director I within the Accounts Payable (AP) section. The incumbent complies with and monitors compliance (when applicable) of the mandatory requirements of Section 215.422, F.S. Process invoices received in the fiscal office. Input invoices for processing utilizing Ariba on Demand (AOD) and FLAIR. Ensure all required documentation is received prior to processing invoices for payment. At the end of the day verify all entries are correct utilizing the Daily Voucher Summary Report.
Maintain a record of all payments made against blanket purchase orders and other invoices. Monitor encumbrance balances to ensure purchases do not exceed the total purchase order amount. Obtain the required back up documentation for processing invoice payments. Date stamp and distribute all incoming invoices to the appropriate personnel for payment approval.
Research and handle expenditure inquiries and identify processing problems. Contact vendors as needed to correct invoice or payment history issues.
Ensuring proper coding and funds availability for all expense entries. Checking all invoices against encumbrance file and adjusting balances as needed. Researching all vendor inquiries including employee travel and past due balances to ensure all accounts are current.
Preparing daily bank deposit and deposit spreadsheet to enter in FLAIR. Does FLAIR entries associate with adjustments, refunds, dishonored checks, and journal transfers. Prints the Detail of Direct Deposit Receipts report daily and verifies the deposit amounts before transmitting them in FLAIR. Enter purchase requisitions in Ariba on Demand (AOD) for processing and approval by the Central Office Consortium. Procure all commodities and services covered under any Department implemented term contract through the terms and conditions as defined in the contract. Monitor the implementation of purchasing policies and procedures within the office. Provide technical assistance, training, and administrative guidance relating to procurement activities to personnel as deemed appropriate.
As Travel Champion for FDOH-Highlands, the incumbent will stay current on all travel rules and regulations provide education to travelers and conduct local trainings as needed. Works with users ensuring travel requests have the proper documentation required for submission to travel and reimbursements. Monitors travel user errors and implement solutions. Communicate travel updates to staff within the CHD. Acts as the contact and works with Bureau of Finance and accounting on STMS issues. Participates in conference calls and trainings.
WORKS Champion for FDOH-Highlands. Provide education to WORKS users and conduct local trainings as needed. Monitors completion and approvals timely with correct budget coding and document uploads. Assists and/or conducts training for staff and customers as needed.
Assist Administrative Services Director I in the development of the Annual Core Contract with the County and monthly records. Leads the development of the Annual Medicaid Cost Reimbursement Report. These duties include but are not limited to providing back up and assistance to other fiscal staff as needed. Keeps Supervisor informed of any problems pertaining to invoice payment processes. Comply with and monitor compliance as applicable, Chapter 215.422, F.S. and Chapter 3A-20 F.A.C.

Qualifications:
Minimum-
Must have three years working experience analyzing and/or auditing financial data and be verifiable within the incumbent's application.
Must have experience with accounts payable.
Must have experience with Microsoft Office especially Excel.
Basic knowledge of arithmetic (addition, subtraction, multiplication, and division).
Preferred -
Experience in purchasing functions with State/Government agency
