Owns the Subcontract content for a program/family of programs/business area, and is responsible for cradle to grave Subcontract execution and commitment to the business area in meeting the ROIC, cash, and EBIT contribution from the Subcontract organization
Responsible for the cost, schedule, and quality of major Subcontracts of critical and strategic significance to the organization
Develops Subcontract strategies that expand the capability to meet the customer's future expectations/needs in conjunction with V2X Strategic Sourcing/Enterprise Buying Lead
Set standards for Subcontract metric reviews over a family of programs or within a business area
Leads people who lead Subcontract teams in a mix of a matrix organization and/or direct project support to achieve schedule, cost, and quality objectives
Prepares and presents Subcontract status to leadership
Responsible for directing other Subcontract staff managers, and responsible for managing people, including performance evaluations
Establishes milestones of critical Subcontracts and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
Develops & implements Subcontract strategies, roadmaps, and cohesive integrated plans for the portfolio to meet business and program objectives relating to revenue, margin, and quality
Develops, defines, and executes Subcontract project plans, schedules, budgets, and deliverables
Balances Subcontract program, risks, and opportunities with executable strategies to meet cost/quality and budgets
Conducts Subcontract reviews to drill down into issues on programs, identify issues, develop corrective actions, and communicate issues, impacts, and corrective actions to program teams
Interfaces with internal customers on quality/cost/delivery regarding Subcontracts
Develops internal customer relationships as well as relationships with Subcontract suppliers
Directs the preparation of RFP packages of major Subcontract, performance work statements, specifications, operating budgets, and financial terms/conditions of contract
Acts as primary contact for program activities dealing with Subcontract, leading program review sessions with internal customers to discuss cost, schedule, and technical performance of Subcontracts
Develops personnel to ensure efficient operation
Delegates assignments to others for developing solutions
Develops and executes Subcontract proposal plans and strategies
Lead negotiations with Subcontracts to ensure terms and conditions, payment schedule align with those of the prime contract
Effectively engages and leads in complex negotiations with Subcontracts involving various aspects of the business area
Qualifications
Minimum Qualifications:
Education / Experience:
Bachelor's degree or equivalent is required, plus a minimum of 20 years of demonstrated leadership in DoD subcontract, contracts, or logistics; or Master's degree plus a minimum of 15 years of demonstrated leadership.
Other Requirements:
Department of Defense secret security clearance and/or ability to become cleared at time of hire.
Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
Due to the nature of work performed within our facilities, U.S. citizenship is required.
Knowledge, Skills, and Abilities:
Demonstrated expert in Subcontract Management
Demonstrated expertise in compliance issues related to federal Subcontract and subcontract operations, including audit preparedness, training, policy and procedure development and regulations
Ability to leverage cost structures that will allow the business to win programs as well as meet internal financial targets
Ability to articulate and synthesize a sustainable, positive foundation within the supplier base to win opportunities, by identifying factors that differentiate critical Subcontracts offerings over the competitors in the customers view
Demonstrated Ability to Manage Program Complexity
Of a program/family of programs that may serve multiple customers and requires managing multiple Subcontracts with teams crossing several companies and/or business segments.
Demonstrated Subject Matter Expert in Risk Management
Understanding of advanced techniques in risk management and can apply them within the Subcontract's organization
Leadership
Ability to consistently balance strategic and tactical objectives for a business area or a family portfolio while optimizing stakeholder value. Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management
Communication
Ability to clearly and concisely report relevant information and to summarize data for senior management. Expert joint communication skills on vision, strategy, and themes, for the proposal, for program teams as well as to senior leadership

Ability to practically apply advanced strategic and tactical skills across many aspects of programs and the Subcontracts organization. Ability to make sound decisions as well as leading a group towards positive group decisions
Technology:
Personal computer, printer, copy machine, and other general office equipment.
Software:
Experience working with Microsoft Office Suite, Outlook, and Word. Strong Microsoft Office Excel computer skills.

The following salary range is intended to display the value of the company's base pay compensation and may be modified at the discretion of the company.
USD $160,000 - $240,000
Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
