GENERAL DESCRIPTION:
The Wyoming Department of Transportation is seeking a full-time Senior Accountant to work for the Motor Vehicle Services program in Cheyenne, WY. This position is the lead for the work unit activities and staff involved in reviewing, accepting, rejecting, and processing applications and documents related to Motor Vehicle programs; collecting, auditing, and distributing over $40 million in fees annually, and licensing vehicle dealers, and ensuring compliance with laws pertaining to Wyoming State Statutes and Wyoming Department of Transportation Rules and Regulations.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Approves and denies licenses and surety bonds for vehicle dealers and manufacturers, reviews applications and surety bonds for accuracy, proper supporting documents, and fees as set forth by Wyoming Statutes.
Advises dealers and manufacturers on proper background checks and fingerprinting procedures
Confers with the Compliance and Investigation Section and other Agencies to verify the accuracy of information provided and compliance with laws
Determines the number of dealer or manufacturer license plates to be assigned by using a calculation formula specified by Wyoming Statutes
Councils, dealers, and manufacturers on the proper use of dealer plates, principal place of business requirements, proper records requirements, and all laws and rules relative to dealers, manufacturers, and vehicles
Makes recommendations to management on the cancellation of licenses or forfeiture of surety bonds
Collects licensing fees from dealers from sales each year
Testifies on behalf of the Department in hearings and trials relative to licensing and compliance issues
Makes recommendations for legislative changes and assists in the writing of legislative rules and regulations
Guides, directs, instructs, and trains work unit personnel in the proper procedures necessary to issue and process various licenses, license plates, and services
Serves as backup to positions that issue specialty and governmental license plates and positions that process abandoned vehicles, rebuilt salvage vehicles, storage, and disposal facility licenses, and state-assigned vehicle serial numbers
Researches, studies, and examines Wyoming Statutes and Department Rules and Regulations
Receives applications and collects fees for the issuance of certain specialty license plates, such as Amateur Radio, Pioneer, National Guard, Pearl Harbor Survivor, Prisoner of War, Disabled Veteran, Firefighters, Purple Heart Recipients, and Undercover
Collects and audits various fees for licenses, plates, and services
Qualifications

KNOWLEDGE:
Knowledge of Wyoming Statutes and WYDOT Rules and Regulations
Knowledge of accounting, computer programs, and the programming process
Skill in oral and written communication and interpersonal relations
Skill in creating instructional and information manuals
Skill in work leadership, management, understanding, and problem-solving
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time permanent position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12 month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
