Overview of Position Responsibilities:
The Manager, Construction Field Operations, will be responsible for overseeing all aspects of the construction department's daily activities, strategic planning, and personnel supervision. The role ensures the efficient execution of construction projects across strand mapping design, new build construction, line extensions, joint trench, cable relocation, pole maintenance, permitting, and as-built mapping for coax, copper phone and fiber optic networks. Additionally, the Construction Manager will be responsible for creating and maintaining relationships with local home builder associations, municipalities and any other appropriate industry bodies.
What You Will Do:
Manages and oversee construction and engineering activities related to required relocation, replacement of outside Communications network in a timely and efficient manner.
Oversees construction team members and contractor partners ensuring performance standards, safety compliance, and adherence to company policies and technical specifications.
Develop cross-functional relationships with Engineering, Network Operations, and Procurement teams to ensure seamless coordination between planning, design, and execution phases.
Oversees approved joint trench projects within the service territory including developer relationships, pre-construction meetings, joint trench placement and timely activation; proactively pursues all joint trench opportunities within the region service territory.
Manages approved new build, rebuild, MDU and upgrade projects within the region including planning, tracking, budget compliance, certification, workforce management and adherence to company construction standards.
Establishes and maintains strong communication and excellent working relationships with municipalities, developers, permitting agencies, and utility partners to facilitate project execution and regional expansion.
As necessary, maintains accurate as-built maps for region.
Approves and evaluates construction proposals, cost analyses, and project plans for both internal and external projects.
Leads project planning, budgeting, and forecasting efforts, ensuring resource allocation aligns with business priorities.
Monitors progress across all projects, reviewing KPIs, budgets, materials usage, and workforce efficiency to ensure operational excellence.
Provides direction and support to construction team members and supervisors to ensure timely resolution of field issues and adherence to quality and safety standards.
Reviews progress reports, materials used, and costs to ensure adherence to budgets and schedules.
Ensures compliance with all applicable federal, state, and local regulations, including environmental, safety, and construction standards.
Ensures department's compliance with the Company's vehicle policy.
Manages departmental staff, including hiring, training, performance management, and career development.
Fosters a culture of accountability, collaboration, and safety across all construction operations.
This role requires up to a 50% travel requirement

What You Will Need:
High school diploma or GED required
Bachelor's degree in electronics, business, computer science or related field preferred
Supervisory or management experience preferred.
Minimum 5 years of experience in Outside Plant Construction.
Ability to perform quality and safety reviews and address performance issues in these areas with the Contractors.
Experience working with material management, with spreadsheet application computer knowledge.
Ability to read and interpret fiber, coax and copper prints/documentation.
Understand and follow the Company's established construction methods and procedures.
Strong customer-focused behavior; the ability to work with others; must be a team player with strong verbal and written communication skills.
Must be a self-starter and demonstrate the ability to work independently.
Previous Contractor Management experience, Contractor Work Inspecting experience and negotiation skills.
Must be able to read and interpret engineering plans from Government agencies.
Must be knowledgeable in applicable safety standards and be considered "competent" as defined in OSHA standards.
Competent using all related coax and fiber testing equipment.
AutoCAD experience is preferred but not required
Good driving record. Understands basic DOT regulations.
Word processing, Spreadsheets, Internet software, E-mail, Inventory, Contact Management.
Basic working knowledge of email, Excel and internet required.
Ability to work while standing most of the time
Ability to walk or work over all @types of terrain, in all @types of weather
Ability to carry tools and equipment including gaffs, ladders, tool belts
Ability to work in tight spaces while bending, twisting and reaching
Ability to climb poles using gaffs hooks and climbing belts
Ability to carry, climb and operate extension ladder (approx. 28' & 75lbs)
Ability to differentiate between different sizes and colors of wires
Ability to perform work in elevated places (i.e., roofs and utility poles)
Ability to use drills, hammers, wrenches, screwdrivers and other hand tools
Ability to work with small components
Ability to use close vision, peripheral vision and adjust focus
Ability to work in poorly vented areas such as attics, in extreme temperatures
Ability to move, crawl, bend, stoop, kneel, crouch, reach, pull, push, and grasp
Ability to lift up to 90 pounds
Physically able to operate computer equipment and test equipment
Ability to work in environments that may have dust, dirt, noise, insects and cleaning solutions
Ability to work safely near power lines and electrical equipment
Ability to drive Company vehicles in a safe manner
Must be able to meet the physical limit requirements of personal protective equipment, aerial lift equipment, ladders and/or gaffs that may be used in this position.
