Summary The Supervisory Social Worker serves as one of 2 supervisors under the Director of Homeless Programs for the Comprehensive Homeless Center (CHC), which is the hub for all homeless programs for the San Francisco catchment area. The CHC serves the San Francisco Veterans Affairs Health Care System (SFVAHCS) including 7 Community Based Out-Patient Clinics (CBOC), covering 10 counties from south of San Francisco to Eureka. Responsibilities This position is required to provide supervision to staff and implementation of the following programs: Veterans Justice Outreach, Compensated Work Therapy, Grant and Per Diem, Substance Abuse Treatment, Homeless- PACT, Health Care for Homeless Veterans/Community Resource and Referral Center, National Call Center, Community Emergency Residential Services, Outreach, Safe Haven and Coordinated Entry. The assignment of program coverage to be determined by the Director of Homeless Services. Shares in the responsibility for planning and carrying out the Social Work Homeless Programs throughout the Medical Center and CBOC system. The incumbent has experience that demonstrates possession of advanced practice skills and judgment, program development and supervisory experience. At least two years should be in an area of specialized social work practice regarding working with individuals with mental health and substance abuse issues and possesses knowledge and is sensitive to the needs of the unemployed, justice involved Veterans and homeless or marginally housed Veteran population and has working knowledge and experience in the use of medical, mental health, and substance abuse treatment modalities, as well as a general knowledge of Veterans benefits. The incumbent must be licensed or certified by a state at the advanced practice level and is able to expand clinical knowledge in the profession, provide consultation and guidance to colleagues, role model effective social work practice skills, teach or provide orientation to less experienced social workers, develop innovations in practice interventions, and provide both administrative and clinical supervision for various staff including but not limited to social workers, social service assistants, and vocational rehabilitation counselors. It is required to in charge with integrating the missions of the programs to develop a culture of mutual support. S/he is assigned administrative responsibility for clinical program implementation and is accountable for clinical program effectiveness and modification of service patterns established by the Director of Homeless Services. The incumbent is assigned to work with special patient populations with highly complex health, mental health and/or substance abuse problems, as well as a history of homelessness, incarceration, and other justice system involvement. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-0185-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
