This position exists to serve as the Chief Financial Officer for the Department of Human Services (DHS). This includes providing strategic and operational direction to all aspects of budget development and administration, financial operations, fiscal impact of policy issues for the agency, forecasting and reporting of expenditures, assessment of cost effectiveness, procurement policy oversight and policy, and financial analyses associated with the financial operations and obligations of the agency.
Responsibilities include but may not be limited to:
Serve as the agency's lead financial analyst and consultant to provide expert fiscal advice, guidance, and strategies to the agency leadership and agency fiscal staff.
Develop and administer financial policy, the biennial budget and spending plans to ensure that fiscal, policy and program implications are considered in the planning process and reflected in the agency's budget and legislative priorities.
Provide overall leadership to the division to ensure support, expertise, and decision-analysis to the EMT, SST agency directors and managers, and the Budget and Legislative Work Group concerning financial policy decisions and agency-wide program planning.
Coordinate the linkages between the agency's budget and legislative proposals to ensure that the appropriate financing strategies are in place to support the department's program and policy initiatives.
Plan and direct the design and execution of major organizational studies and analyses that ensure improved financial and organizational structure and accountability of DHS programs.
Provide managerial leadership and direction to the CFO division to ensure DHS objectives are met in the most efficient and effective manner.
Minimum Qualifications

Managerial Experience
AND
Five (5) years of financial management experience managing programs, including strategic planning and directing the work of staff.
Experience must demonstrate:
Building, mentoring and leading finance teams.
Demonstrated track record overseeing operating and capital/financial budgets.
Development and management of financial policy, financial reporting, budgeting, funding strategy, revenue/cost-forecasting, risk management, and internal controls.
Knowledge of governmental accounting standards (GAAP) and internal control frameworks.
Communication and presentation skills sufficient to prepare informative presentations to executives and other stakeholders.
Preferred Qualifications
Experience with computer systems and applications such as Statewide Integrated Financial Tools (SWIFT), BPAS (Budget Planning and Analysis System), Power BI, MS Access.
Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or similar certification.
Experience directing contract and grant financials, negotiations, compliance, reporting, and audit coordination.
Experience providing legislative support, including preparing fiscal notes and presenting testimony.
Experience with state finance statutes.
Bachelor's or Master's degree in accounting, Finance, Business Administration or closely related field.
Variety of experiences working effectively with others from different backgrounds and cultures.
