Director of Finance & Operations

Duties:\

Responsible for maintaining all business and financial records in

compliance with Massachusetts State Laws or Federal Regulation.\

Assist the Superintendent and the School Committee in management of

the annual budget and financial planning.\

Perform budget analysis and proper controls of all accounts including

operational budget, revolving accounts and grants.\

Oversee the preparation of local, state, and federal financial

reports.\

Provides supervision of accountants, bookkeepers, payroll and

secretarial staff, the Technology Department, Food Service Director and Food Services Department.\

Lead the development of improvements in the financial management of

the school system including budget methods, purchasing and bid procedures, requests for proposals as well as budget format and presentations.\

Collaborates with community and municipal organizations in

interpreting the financial needs and impact of the school system by providing financial data analyses.\

Attend School Committee meetings, including relevant sub-committee

meetings, as required.\

Oversee implementation of transportation contracts and operations of

pupils in collaboration with the principals including routes, time schedules, contracts and agreements.\

Prepare and/or review all documents used for soliciting quotations,

bids, requests for proposals and information and ensure that proper procurement procedures are in place.\

Assists the Superintendent and the School Committee in the collective

bargaining process by providing cost analysis and impact of direct and indirect economic benefits, collective bargaining language, union proposals; makes recommendations to the Superintendent and the School Committee regarding the financial ability of the school district to accommodate collective bargaining proposals and the financial impact.\

Function as the payroll officer for the school district.\

Works with other school district personnel in projecting enrollments,

staffing needs, building and facilitys needs, energy needs, capital equipment and project needs for the overall improvement of the school district.\

Assume responsibility for preparing accounting practices that record

all receipts and disbursements including grant receipts in revolving accounts and general accounts.\

Responsible for initiating efficient purchasing procedures and

estimate local, state, and federal revenue receipts.\

Oversee the execution of all contracted services provided to the

school district by outside vendors. Oversee the disbursement of School District funds to vendors and the resolution of all billing problems.\

Collaborate with other administrators, staff, and town officials for

the processing of Insurance Claim Reports and works cooperatively with Town of Dracut officials in follow-up action until resolution is reached.\

Responsible for coordination of purchase order systems and

documentation necessary for ordering supplies, equipment and services.\

Responsible for the record keeping, accounting procedures, purchasing

and inventory systems for the food service and plant operation accounts.\

Supervise the School District portion of the Town of Dracuts annual

independent audit.\

Oversee staff involved with Student Activity Accounting, including

training, policies, forms, recommending new or amended policies to the Superintendent and School Committee, and supervising the annual external audit.\

Other duties as assigned.\

Qualifications:\

Bachelors Degree or higher in Business Administration from an

accredited university\

Successful experience in school administration and finance or

municipal finance\

Familiarity with cloud-based financial platforms\

Licensed or able to be licensed in the Commonwealth of Massachusetts\

MCPPO Certified\

Citizenship, residency or work visa required
