We're seeking a skilled Accounting Specialist to join our team and play a key role in managing day-to-day accounting activities, maintaining accurate financial records, and supporting departmental operations. This position offers the opportunity to contribute to a collaborative work environment while ensuring compliance, efficiency, and fiscal integrity across all financial processes.
This Professional Accountant position is responsible for coordinating and managing budget activities for Inter-Agency Transfer (IAT), grants, and selected programs for JPHSA. Provides consultation to the Executive Director(ED),Chief Financial Officer (CFO), and Controller relative to fiscal and budget matters. Oversees functions of purchasing and accounts payable. This position has primary responsibility for the federal, state and local grant funding activities of JPHSA and its programs. He/she directly supervises one Accountant Specialist 2and one Accounting Technician and serves as primary back-up to the JPHSA Accountant Administrator2 (Controller).
Minimum Qualifications
Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
As an Accountant 4, you will,
Monitors and provides technical grant assistance for federal, state and local grants, prepares invoices, monthly reports and budget amendments as needed. Plans, directs, coordinates, and audits all financial and other related information and documents in support of grant related expenditures to ensure compliance with applicable federal, state, and other related regulations, statutes and Generally Accepted Accounting Principles (GAAP).
Works as a technical specialist in conjunction with the Division Directors and Program Supervisors to manage budget allocation, analyze monthly expenditure reports, and reconcile discrepancies in reporting as related to the federal, state and local grants. Recommends corrective action to resolve problem areas and follows up to ensure corrective action is taken and is effective.
Monitors and forecasts revenue and expenditures to identify trends and potential funding issues related to IAT, and grants; recommends changes to authorized budget categories.
Reconciles general ledger accounts from the Great Plains accounting system for federal, state and local grants. Codes all expenditures related to grants ensuring that all costs are allowable under the specified grant and all expenses are charged to the appropriate funding source. Prepares needed adjustments to revenue and expenditure accounts. Enters adjustments into the Great Plains accounting system.
Maintains and monitors revenues received from grantors. Logs payments received into the accounts receivable log. Maintains grant files and grant inventory files to ensure JPHSA can withstand audits from external auditors and grantors. Supports in the grant writing process by calculating estimated budgets, local matches and in-kind costs.
Works as a technical specialist in conjunction with the Chief Operating/Chief Financial Officer(COO/CFO), Controller, and Division Directors to manage budget allocation, analyze monthly expenditure reports, and reconcile discrepancies in reporting. Monitors and forecasts revenues and expenditures to identify trends and potential funding issues as related to State General Funds, IAT, and Self-Generated Revenue. Recommends corrective action to resolve problem areas and follows up to ensure corrective action is taken and is effective.
Maintains cash management records, including funds drawn and received, funds disbursed by sources, deposits of funds, and classifies revenue as to sources of funding and expenditures as to their nature. Prepares and monitors accounts receivable schedule to ensure it balances to the general ledger monthly.

Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday - Friday.
Compensation: The salary offered will be determined based on qualifications and experience.
