Summary You will serve as a HUMAN RESOUCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Stennis Office or Kings Bay Site Office of FLEET HRO STENNIS. Responsibilities You will plan, develop and administer a comprehensive employee and labor relations program for serviced Commands. You will prepare directives and instructions to implement these programs. You will evaluate program needs and effectiveness through consultation with operating officials and employees, review of program information and analysis of statistical data. You will advise all levels of management on labor and employee relations matters through individual contacts, conferences/meetings and training sessions. You will serve as the primary interface with labor unions regarding representing employees. You will recommend resolution of grievances and complaints arising out of the application and/or interpretation of negotiated agreements. You will research and analyze problems and issues and advise senior management on labor relations issues. You will develop recommended management position prior to negotiations and prepare management proposals and counterproposals. You will provide detailed analysis of the effect of union proposals. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations. Experience providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. Experience applying labor relations theories, concepts, practices, laws, rules, regulations, precedents, and procedures. Experience applying a wide range of personnel management theories, principles, laws, rules, regulations and procedures sufficient to identify problems. Experience applying EEO principles and precedents sufficient to provide representation and effect viable settlements during ADR that meet legal/regulatory requirements. Experience guiding others in the negotiation of labor agreements. Experience applying complex fact-finding, analytical and problem-solving methods and techniques. Experience in written and oral communication to prepare and present findings and recommendations relevant to difficult and controversial issues; to develop and present 3rd party cases; and to develop and provide training and/or prepare L/ER related guidance. Experience applying operational knowledge of Word, PowerPoint, Excel, Access, and HR data systems (e.g. TWMS, DCPDS, etc.) sufficient to work effectively and without assistance within those systems to accomplish labor/employee relations work.
