Job Summary:The Administrative Services Division Director will lead the Administrative Services Division (ASD) and serve as part of the Department of Transportation's Executive Leadership Team (ELT). This position is responsible for directing the activities of the ASD staff and directing human resources and all associated HR activities, employee onboarding, training, engagement, and development, facilities and equipment/fleet management across the state, procurement, and civil rights compliance requirements. The role requires fostering growth and support for the team through the department's core values:Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception, while ensuring the Mission ofMaking Lives Better Through Transportation.
Key Responsibilities:
Division Leadership:Serve as the leader of the ASD, aligning activities, initiatives, and programs with the agency's vision, mission, and business plan. Cultivate a culture that is innovative and customer-driven, focusing on strategies that advance the agency's workforce and foster open and honest communication, engaged staff, and continuous improvement.
People Management:Align efforts of four bureaus and the corresponding business units as well as create the standard for leadership principles across the agency. Responsible for strategic human resources activities, including hiring, employee retention, workforce planning, job responsibilities, corrective actions, performance evaluations, time management, absence management, employee guidance, and employee support for the division as well as agency-wide. This role will serve as the executive liaison between the DOT and the Iowa Department of Administrative Services.
Collaboration:Collaborate with other division directors to execute agency responsibilities and achieve stated goals. Maintain effective communications with the public, media, legislators, Governor's office, contracting industry representatives, consulting engineers, local governments, federal agencies, other state agencies, and internal staff.
Strategic Planning:Participate in statewide, regional, and national organization activities relating to transportation programs and the agency's workforce. Identify, pursue, and implement emerging technology and administrative practices beneficial to the operation and management of Iowa's transportation workforce.
Budget Management:Oversee the development and management of the ASD statewide budget and centralized equipment and facilities (capital) improvement budgets. Monitor spending and staffing levels to ensure compliance with annual budget authorization.
Safety and Employee Development:Direct and guide programs of training, education, safety compliance, and professional development for all agency staff. Ensure the development of successful onboarding, agency-wide training, and specific-needs training.
External Relations:Meet periodically with Federal Highway Administration (FHWA) and Federal Motor Carrier Safety Administration (FMCSA) officials to discuss and resolve issues relating to compliance and policy. Coordinate and collaborate with transportation authorities from other states regarding shared and/or regional transportation improvements/projects/workforce challenges/best practices.

Proven experience in a leadership role relating to large-scale organizational operations, such as budget oversight, human resources, equipment management, procurement, or other related administration.

Excellent communication, collaboration, and strategic planning skills.
Ability to manage budgets, understand and comply with complex regulations, and oversee multifaceted, high-visibility projects.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
