The Partnership and Workforce Development Unit is hiring two Environmental Consultants. These positions are advanced professional statewide environmental health positions that exist to provide leadership, oversight and partnership with Local Boards of Health, County and City government food pool and lodging programs given authority through delegation agreements to provide FPL services in all program areas with-in MDH FPLS. The purpose of these positions is to ensure compliance and provide oversight for program evaluations pertaining to the FPLS section, delegated agencies and to provide consulting services to delegated and state programs in the areas of food/beverage, lodging, public swimming pools, mobile home parks/recreational camping areas, and youth camps. The candidate(s) will serve as a section liaison and represent the position of MDH with other agencies and groups. These positions will maintain the level of food safety inspection officer standard for the FDA program standards and will provide standardization services to delegated and state programs.
Key responsibilities of these positions include, but are not limited to:
Administer the activities of the Delegation Unit for food, pools, and lodging (FPL) programs to ensure productive partnerships and a continuous improvement culture.
Lead the statewide program evaluation activities.
Perform standardization exercises with MDH and local agency inspection staff in field interpretation of the Minnesota Food Code to ensure uniformity in inspections across the state.
Represent the unit at FPLS internal and external meetings to coordinate and facilitate discussion on issues of statewide policy impact.
Maintain technical expertise in all five program areas as well as current technological tools to facilitate workflows.
This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Telework of 50% or more may be allowed based on position needs and location.
Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

Minimum Qualifications

Three (3) years of demonstrated experience leading environmental projects and/or programs (examples for internal candidates - Sanitarian Supervisor or Sanitarian 3) that include the following:
Working knowledge and experience implementing or auditing the FDA Voluntary National Retail Food Regulatory Program Standards.
Working knowledge of Minnesota's FPLS delegation structure.
Working with diverse clientele, such as stakeholders, coworkers, governmental and non-governmental agencies on complex and potentially controversial issues.
Currently registered as an environmental health specialist in Minnesota or has the qualifications as specified in Minnesota Rules, parts 4695.2500 to 4695.2800 (https://www.revisor.mn.gov/rules/4695/) to obtain registration.
*Doctorate degree may substitute for two (2) years of professional experience; master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for one (1) year of experience; associates degree may substitute for six (6) months of experience
Preferred Qualifications
Knowledge in disease and injury causation and control.
Knowledge of, and experience in, policy analysis and planning, research methods, and state and federal laws governing the development, management, and delivery of public health and environmental health programs.
Knowledge of many technical areas of public health such as assessing risks and implementing interventions is necessary to conduct thorough inspections and to provide accurate information to the establishment owners.
Advanced expert knowledge of HACCP principles and understand how to develop and implement an effective HACCP plan.
Expert understanding of food flow in a food establishment and be able to identify critical control points (CCPs) and recommend corrective actions when these CCPs are out of control.
Advanced expert knowledge of the state statutes, rules, and applicable federal requirements relating to the regulated establishments for the five program areas administered by the section: Retail Food, Public Pools, Lodging, Manufactured Home Parks/Recreational Camping Areas, and Youth Camps.
