The Operational Safety & Compliance Programs Group is seeking a highly motivated First Line Manager to support important national security missions at LANL. PSS-2's primary core functions are to support Nuclear Materials Operations Management and Storage Safety & Engineering.
The Manufacturing Manager 3, First Line Manager (FLM), will report to the Group Leader and will provide management and leadership to the Nuclear Materials Operations Management team. The FLM will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables while setting standards for professional behavior.
Key Responsibilities include but are not limited to:
Planning, organizing, and defining strategic objectives.
Establishing scope, schedule, and budget through work package development, resource and performance management, and ensuring worker qualification and authorization.
Delivering quality products and/or services; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.
Working with facility operations staff to execute work safely, securely, with quality, and in compliance with nuclear facility requirements.
Ensures direct daily oversight of work, workers and the work environment.
Ongoing communications with line management reporting on work status, deliverables, and commitments.
Directing and overseeing work performed by employees including "on the floor" supervision.
Effective time management skills and the ability to deal effectively with changing priorities and conflicting demands.
Effective teamwork in accomplishing objectives, including mentoring and motiving peers.
Providing financial stewardship over budget, procurement, time and labor, travel, and property.
What You Need
Minimum Job Requirements:
Leadership: Demonstrated record of successful technical leadership and proven ability in supervising, resolving conflicts, administering discipline, mentoring, team building, managing staff requirements, motivating employees, and developing personnel such as students and/or early career scientists and engineers.
Knowledge and Expertise: Demonstrated experience in developing work scope, schedules, budgets, and coordinating work activities. Experienced in planning and managing tactical execution of work, tracking, and reporting progress. Demonstrated ability to apply analytical techniques including but not limited to Lean Six Sigma methodologies to address issues such as operational and quality process improvements.
Accountability: Experienced in working with confidential or proprietary information, nuclear material inventories, classified documents, or sensitive information.
Communication: Demonstrated effective written and oral communication skills, as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications. Possesses strong interpersonal skills and demonstrates the ability to interact with all levels of personnel and customers.
DOE O 426.2A: Requires a Bachelor of Science in engineering or related science or technology, and 4 years of nuclear experience. Job-related education or experience may be substituted on a case-by-case basis. The degree may be used to substitute up to 50 percent of the experience requirement per section I 4.e of the CRD.
Education/Experience: Position requires a Bachelor's in a related field from an accredited Institution and 5 years of related experience; or an equivalent combination of education and experience directly related to a nuclear operational environment.
Desired Qualifications:
Experience in project and program management, including planning, organizing, and resource management; defining work unit objectives and tasks in alignment with organizational objectives, and tracking and reporting on progress.
Demonstrated experience applying systems or tools for process improvements in a manufacturing environment.
Experience working as a member of a multidisciplinary team.
Experience with nuclear high hazard facility operating requirements, safety authorization basis, and/or Conduct of Operations planning and execution.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance; Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
