Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Journeyman Level Electrician at the Howard Hanson Dam or Mud Mountain Dam or Fish Passage Facility. Open Continuous Announcement. First cutoff will be 2 weeks after the open date. Responsibilities Install, remove, maintain, adjust, troubleshoot, overhaul, modify, and test project electrical systems, equipment, controls, fixtures, and machinery. Representative electrical systems/items include but are not limited to fire alarm systems; complete electrical systems including wiring and machinery; and shop equipment including electric hoists and motors. Remotely controlled electro-mechanical security gate locks and controls; electric power controlling, switching and distribution systems for industrial and high security operations; and water system control panels and pump motors. Perform maintenance services, diagnose systems or equipment malfunctions, and make necessary adjustments, repairs, or modifications. Plan/lay out the routing and placement of electrical systems and components. Inserts, splices, and connects wires to fixtures, outlets, switches, receptacles, motors, controls, pumps, distribution boxes, power sources, etc. As directed, assists electrical linemen by performing groundman, truck driver, and other duties that do not require the services of a qualified lineman. Operate a variety of motor vehicles (e.g., pickups, vans, crew trucks, aerial or bucket truck, 5-ton trucks, 1000-gallon fish trucks, etc). Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ELECTRICIAN~ without more than normal supervision. Must have the ability to perform common tasks of an Electrician such as read wiring diagrams that specify where wiring, cables, and fixtures and controls are installed. Ability to maintain and repair electrical wiring, controls, equipment and fixtures; make repairs such as tightening connections, insulating bare wire, and soldering loose leads to contact points. Ability to use a variety of test equipment such as test light, megger, voltmeter, power meter set, and other electrical meters to locate malfunctions. Have selected and used hand and power tools such as screw drivers, crimpers, wire strippers, pliers, wire cutters and soldering irons. Ability to troubleshoot problems by observation and with simple instruments, such as meggers or voltmeters where the faulty unit is an individual circuit (less than a complete system) and is easily located. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet the above Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Repairs and installations are sometimes made from ladders and platforms and where the parts of the system are hard to reach. This requires standing, stooping, bending, kneeling and working in uncomfortable positions. Lifts and carries parts and equipment that weigh up to 50 pounds or more. WORKING CONDITIONS: Work is done inside and outside, often in inclement weather. Subject to cuts, bruises, burns, electrical shock, and contact with grease and dirt. Required wearing protective clothing and safety equipment. Works on voltage up to multi-phase 440 volts. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Installations Career Field (formerly CP-29) position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Not eligible for telework. Requires employee to wear safety and/or protective clothing. Participation in the Medical Surveillance Program required. The incumbent may be placed at Howard Hanson Dam in Ravensdale, WA or Mud Mountain Dam or Mud Mountain Dam Fish Passage Facility in Enumclaw, WA and may work at the other projects onsite on an as needed basis. The following incentives may be authorized: Advanced In-hire, Relocation Incentive, Recruitment Incentive, and/or Advanced Leave Accrual.
