Koniag Information Technology Services (KITS), a Koniag Government Services company, is seeking an experienced Project Manager to support our Army customer in Huntsville, Alabama. This on-site role will focus on IT portfolio management for the Army Materiel Command (AMC), including governance processes, investment evaluation, and benefits realization tracking. The ideal candidate will have strong project management experience with a focus on IT portfolio management in a government or military environment. This position requires on-site presence in Huntsville, Alabama.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Project Manager will be responsible for managing a full spectrum of IT portfolio management activities across the entire IT lifecycle. Principal responsibilities will include but are not limited to:
Assist with the execution of portfolio governance processes and frameworks
Facilitate the intake, evaluation, and prioritization of new IT investment requests
Conduct regular assessments of existing IT investments and applications
Identify opportunities for modernization, consolidation, or retirement of IT assets
Track and report on the realization of benefits from IT investments
Develop and maintain comprehensive portfolio-level reports and dashboards
Create and update IT roadmaps to visualize strategic direction and timing
Provide support for AMC's IT Portfolio Management Systems, including:
Army Portfolio Management Solution (APMS)
Enterprise Task Management Software 2 (ETMS2)
ServiceNow platform
Analyze IT investment data to support strategic decision-making
Collaborate with stakeholders to gather requirements for new IT investments
Evaluate proposed IT investments against established criteria and standards
Support portfolio-level risk management activities
Ensure alignment between IT investments and organizational objectives
Facilitate portfolio review meetings with leadership and stakeholders
Develop and implement portfolio management best practices
Monitor portfolio performance through established metrics and KPIs
Coordinate with financial management to track IT expenditures against budgets
Support the development of business cases for major IT investments
Ensure compliance with DoD and Army IT management policies
Provide regular status updates to leadership on portfolio performance
Identify and recommend improvements to portfolio management processes
Education and Experience:
Required:
Bachelor's degree in Business Administration, Information Technology, Computer Science, or related field
5+ years of experience in project management or IT portfolio management
Demonstrated experience with IT governance processes
Background in IT investment evaluation and prioritization
Experience tracking benefits realization from IT investments
History of successful portfolio reporting and roadmap development
Required Skills and Competencies:
Project Management Professional (PMP) certification or equivalent
Strong knowledge of IT portfolio management principles and practices
Experience with IT investment evaluation methodologies
Proficiency in benefits tracking and realization
Ability to develop and maintain portfolio roadmaps
Strong analytical skills for investment assessment
Experience with portfolio management tools and systems
Knowledge of IT governance frameworks
Excellent stakeholder management abilities
Strong communication skills, both written and verbal
Experience developing executive-level reports and presentations
Ability to facilitate decision-making processes
Understanding of IT financial management principles
Experience conducting portfolio reviews and assessments
Knowledge of IT lifecycle management
Strong organizational and time management skills
Ability to manage multiple priorities simultaneously
Experience with data analysis and visualization
Willingness to work on-site in Huntsville, Alabama
Desired Skills and Competencies:
Master's degree in a relevant field
Additional certifications (IT4IT, ITIL, etc.)
Experience working with Army or DoD IT portfolio management
Knowledge of Army Portfolio Management Solution (APMS)
Familiarity with Enterprise Task Management Software 2 (ETMS2)
Experience with ServiceNow platform administration
Background in Army IT investment processes
Knowledge of DoD acquisition frameworks
Experience with Capital Planning and Investment Control (CPIC)
Understanding of federal IT management policies
Background in enterprise architecture principles
Experience with IT strategic planning
Knowledge of cloud migration planning and assessment
Familiarity with Technology Business Management (TBM) framework
Experience with application rationalization initiatives
Understanding of IT cost modeling and TCO analysis
Experience mentoring junior project managers
Background in IT performance measurement
