Summary You will serve as a Human Resources Specialist in the Labor and Employee Relations Department of FLEET HRO NORFOLK. Responsibilities You will serve in an advisory capacity to management in all stages of disciplinary and adverse actions and related Employee Relations cases. You will serve as "troubleshooter" or "consultant" to manage all ER/LR issues with overall responsibility for resolving controversial, complex problems. You will provide authoritative technical assistance and solutions to novel and obscure problems/issues. You coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues. You will assist the supervisor in conducting internal assessments of the ER/LR functional program. You will plan and administer all aspects of the ER/LR for commands serviced by the Labor and Employee Relations Department of the Mid-Atlantic Region Directorate. You will advise managers in assigned area of responsibility on complex LR problem situations. You will provide guidance, consultation, and staff assistance to supervisors and managers on disciplinary and conduct related cases. You will serve as negotiating team member or chief spokesperson on contract renegotiation, midterm bargaining, and impact and implementation negotiations. You will serve as agency management representative and/or technical advisor in hearings before the MSPB, Equal Employment Opportunity Commission (EEOC), Virginia Employment Commission (VEC), and grievance arbitrators. Requirements Conditions of Employment Qualifications GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of general human resources management. Experience assisting with writing to prepare findings in the area of labor and employee relations. Experience gathering and evaluating case facts, developing recommendations for and assuring the implementation of appropriate corrective action. Experience conducting research to identify courses of action after problem identification. Experience and skill in written and oral communication to prepare and present findings in a logical and clear manner. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying general knowledge of theories, principles, law, rules, regulations, and procedures applicable to the area of labor and employee relations. Experience applying knowledge of procedures applicable to human resources functional areas to identify interrelated problems, draw conclusions, and recommend appropriate courses of action in the area of labor and employee relations. Experience researching and evaluating employee and labor relations laws, policies and precedents to provide human resources management advisory services. Experience assisting managers on ER cases with issues requiring avenues of redress, with limited or conflicting factual information, requiring judgement in interpreting case law. Experience and skill in written and oral communication to prepare and present findings in a logical and clear manner.
