Summary You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT/CLASSIFICATION) in the COMMANDING OFFICER, COMMAND OPERATIONS DEPARTMENT, HUMAN CAPITAL DIVISION of FLEET READINESS CENTER SOUTHWEST. Responsibilities You will work with the management to design, develop, implement and track both activity and HR strategic/business plans to recruit, develop, and retain the talent needed to accomplish the assigned mission. You will review past recruitment practices and local labor market conditions to advise on future staffing strategies. You will provide strategic recruitment advisory services (i.e., determining the where, how and means to find talent) to management officials. You will apply a thorough understanding of classification principles and concepts to interpret and apply classification standards/guides to reach sound classification decisions. You will analyze, develop, and administer organizational design and position management to enhance the efficiency and performance of organizations. You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting management in designing, developing, and implementing HR strategic plans to recruit, develop, and retain the talent needed to accomplish the assigned mission; 2) Reviewing position descriptions (PDs) for accuracy, responding to formal/informal HR-related inquiries, and assisting employees with HR questions and issues; 3) Assisting with the review of pay/recruitment actions to advise management on @types of appointments and their appropriate application in both the competitive and excepted service; and 4) Utilizing data base systems, e.g. DCPDS and USA Staffing, to accomplish recruitment, classification, and agency goals and objectives.
