Summary The incumbent serves as the Deputy Director of Outpatient Mental Health has broad managerial, supervisory, and program management responsibility for the oversight and coordination of Psychiatrists, BHIP Manager/Supervisors, PCMHI Managers/Supervisors, Psychologists, Licensed Clinical Social Workers, Addiction Therapists, Peer Support Specialists, and administrative staff assigned to deliver specialized professional services that significantly impact health care provided to Veterans. Very wide latitude and independent judgment are exercised in making decisions affecting staff and other resources associated with the managed programs in achievement of medical center management goals and objectives, including performance monitors. b) Responsible for effectively managing and supervising the section's resources including staff, funds, space and equipment-utilized in the development and direction of the Mental Health Care Line consultations, research, and training provided the Veterans and staff of the medical center. The incumbent sets priorities, delegates tasks, meets multiple deadlines, analyzes complex organizational problems and implements effective solutions for those problems. c) Works with chiefs and supervisors of other services/organizations to resolve any substantive problems or areas of concern; when deemed necessary, advises higher level management of problems, and assesses the impact of those problems on Mental Health Care Line programs and those of related services/organizations. d) Responsible for: approval/disapproval of leave, setting employee performance standards and evaluating work performance; establishing procedures for reviewing written materials and interviewing candidates for vacant positions and making selections; counseling and/or administering corrective actions within the delegated authority; hearing and resolving employee complaints/grievances; providing or arranging for needed training, dealing effectively with matters pertaining to the labor management agreement; and informing employees about policies, procedures, and practices of management as they relate to the work of the unit. e) The incumbent has contacts with supervised employees, clinical and administrative service chiefs, medical center senior management and their support staff, VISN 9 mental health leadership, VA Central Office mental health program officials, representatives of institutions with academic affiliations for psychiatry residents, psychology intern and post-doctoral training, and medical center employees at most all levels. Generally, the contacts are informal and often will be unplanned, taking place in person or by telephone. Contacts also occur in conferences and meetings attended or conducted by the incumbent. f) Represents the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments. g) The incumbent's contacts are for purpose of: managing and directing the work of Mental Health Care Line; sharing information and educating others to better understand and utilize the mental health services provided; resolving differences of opinion among managers, or other supervisors; and providing instruction and guidance to the section's employees to ensure smooth administration and operation. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Completion of an accredited residency training program in general psychiatry. DEA registration. BLS is required. Preferred Experience: Be board certified or board eligible. Familiarity with mental health law, including the procedures for involuntary commitment and treatment. Management experience. Tennessee Medical License is highly desired as it allows incumbent to participate in involuntary custody hold and commitment activities. Physical Requirements: The work is largely office based and in a sedentary setting. No manual labor is required above ordinary situations. Incumbent must be capable of using a computer given that all clinical charting is electronic. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
