At the Department of Public Safety - Office of Management and Finance (DPS-OMF), our mission is to provide effective management and support services in an efficient and professional manner to all agencies within the Department of Public Safety - Public Safety Services and to public and private entities.
We're looking for an Accountant Manager 1 within the Financial Services section at DPS-OMF.
The Financial Team Manager - Accounting & Tax Oversight position is a critical fiscal role responsible for managing accounting operations and overseeing one of the most extensive municipal revenue programs in the State of Louisiana for the Office of Motor Vehicles.
This position is a Leadershipposition responsible for safeguarding and optimizing the fiscal integrity of multiple high-value state programs, including the Office of Motor Vehicles (OMV) and LP Gas Commission.
The role is responsible for monitoring state revenue, authorizing agency expenditures, preparing financial statements, and compliance reports required by state, federal, and regulatory bodies.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The position provides leadership in professional accounting, reconciliations, financial reporting, and compliance monitoring while supervising a team of accountants. The incumbent oversees the Parish and Municipal Sales Tax Program, which distributes over $500 million annually to 350+ entities statewide, requiring close coordination with OMV, municipalities, and the Louisiana Uniform Local Sales Tax Board. The role ensures fiscal accountability through reconciliations, audit response, and reporting in accordance with GAAP, GASB, and OSRAP directives.
Professional Accounting & Tax Oversight:
-Reviews and validates ledger entries for appropriations and cost allocations.
-Coordinates reconciliations between internal systems and LaGov to ensure compliance.
-Tracks reimbursements, inter-agency transfers, and restricted fund balances.
-Maintains schedules for special revenue sources and program funds.
-Reviews and approves the Parish and Municipal Sales Tax Program, overseeing monthly collection and distribution of $500+ million to 350+ entities.
-Coordinates tax changes with OMV, municipalities, and the Louisiana Uniform Local Sales Tax Board.
-Serves as primary contact for audits of the Parish and Municipal Sales Tax Program.
-Validates tender-@type reconciliations against system-generated reports.
Managerial Duties:
-Coordinates fiscal operations for assigned divisions.
-Supervises and evaluates accountants, allocating workload and providing training.
-Oversees billing, receipting, and deposit functions to ensure accuracy.
-Administers EFT/ACH processing and ensures compliance with State/Federal cash management rules.
-Tracks compliance deadlines and escalates reporting issues as needed.
Financial Reporting:
-Prepares and approves AFRs, Census Reports, BR-6s, and other fiscal reports.
-Completes specialized reports for OSRAP, OPB, Treasury, and the Legislative Auditor.
Team Leadership:
-Provides recommendations for improving policies and fiscal procedures.
-Assists managers in resolving fiscal issues and preparing reports for expenditure/revenue control.
-Assists in rollout of new fiscal policies, procedures, and system updates.
Financial Representation:
-Acts as liaison with Undersecretary, Budget Analysts, Legal Counsel, agency staff, and auditors.
-Provides technical support and fiscal information as needed for decision-making.
-Provides technical support to staff on compliance and reporting requirements.
The position directly supervises three (3) professional accountants (1-4, CPO series). General supervision is received from an Accountant Manager 3.

Work Schedule:Work hours are 8:00 AM to 4:30 PM, Monday - Friday.

Compensation: The salary offered will be determined based on qualifications and experience. The bi-weekly rate for this position is as follows:
