The VISN Pharmacy Executive has responsibility for keeping VISN management informed of significant impacts on the VISN pharmaceutical budget and assists in coordinating professional and administrative pharmaceutical functions in all VISN facilities which include, but are not limited to monitoring and trending all operational aspects of Pharmacy Services including pharmaceutical costs and workload at all sites, Consolidated Mail-Out Pharmacy (CMOP) utilization, National and VISN level pharmaceutical contract compliance, PBM aspects of the electronic health record modernization (EHRM), emergency pharmacy services, policy development and implementation, procurement, and formulary management initiatives. In addition, the Pharmacy Executive provides guidance and oversight of clinical pharmacy activities including academic detailing, clinical pharmacy program development, pharmacy residency programs and Professional Practice Evaluation for pharmacists. The VISN Pharmacy Executive is responsible for the operation of the VISN P&T Committee, including formulary maintenance, non-formulary drug use, contract compliance, adverse drug event (ADE) monitoring, pharmacological guideline implementation, and Pharmacy Quality Assurance. The VISN Pharmacy Executive represents the VISN on VA National Formulary decision-making bodies. The incumbent is responsible for the overall VISN coordination, planning, and organizing of pharmacy programs through workgroups or councils such as Veteran Experience Committee, Clinical Contact Center Advisory Committee, Clinical Resource Hub Steering Committee, Pharmacy Chiefs, and Clinical Pharmacy Practice Council. In this role, the incumbent provides management with professional guidance and consultation on matters pertaining to clinical pharmacy, medical management systems, drug therapy, and cost-effective delivery of pharmaceutical care and services. The incumbent delegates authority to several supervisory and program levels to meet the goals of the service and staff serving as a resource in related matters. The Pharmacy Executive advances patient care services through the adoption of technology and the promotion of innovative practices and services. Additionally, the The Pharmacy Executive will keep the VACO PBM promptly informed of any pharmacy-related issues of significant operational or clinical concern or that could potentially be of media interest. The incumbent of this position holds a position of high visibility and represents the VISN in nationwide efforts to improve Veteran care. As such, incumbent must have excellent communication skills. Incumbent is responsible for performing a wide array of Pharmacy duties and responsibilities as delegated by the Network Director and Network Chief Medical Officer. Work Schedule: 7:30am to 4:00pm Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Grade Determinations: At the GS-15 level, Chiefs of Pharmacy must meet the following: 1. Individuals are assigned as Chiefs of Pharmacy at Complexity Level 1a, 1b or 1c VHA facilities; or 2. Individuals are assigned as Chief of Pharmacy at Complexity Levels 2 or 3 and must meet the criteria noted in 2a and b below. a. Must meet all of the following requirements: (1) Manages a complex medical center based pharmacy program that is defined as having multiple practice settings (e.g. hospital ambulatory care, long-term care, behavior health care) that require Joint Commission review as separate standards. (2) In addition to the medical center pharmacy, has responsibility for pharmacy services at one or more of the following: CBOCs, Rural Health Program, domiciliary, or provides dispensing and/or clinical services to State Veterans Home. (3) Presence of advanced clinical pharmacy programs that include pharmacist(s) that have approved scopes of practice with prescriptive privileges. (4) Pharmacy provides clinical pharmacist services to three (3) or more specialty areas such as, but not limited to, hemodialysis, oncology, operating room or an emergency department. b. In addition to the requirements listed in 2a above, must meet at least two of the following: (1) An ASHP Accredited Pharmacy Residency Program. (2) A Research Program that is accredited by the Association for the Accreditation of Human Research Protection Programs (AAHRPP). (4) An ongoing pharmacy student rotation in both the intermediate and advanced practice experience settings.
