Human Resources Operations Manager, Office of Facilities Operations and Emergency Response
POSITION DETAILS
The City University of New York's (CUNY) department of Facilities Planning, Construction and Management (FPCM) is seeking a Human Resources Operations Manager to support the Office of Facilities Operation and Emergency Response. The newly envisioned shared facilities services model will operate through university's four regional maintenance hubs, supported by the business and administration teams operating from the facilities central office. The strategic goal of the shared facilities services is to ensure a standardized professional level of facility operations and centralized oversight for the maintenance and upkeep of CUNY's portfolio of 300 buildings and 26M square feet of educational facilities.
Reporting to the Director of Human Resources and Labor Relations, the HR Operations Manager plays a key role in implementing and managing HR policies, procedures, and systems. This position oversees daily human resources operations and ensures compliance with CUNY and FPCM standards, including HRIS management, payroll, time and leave, recruitment, and benefits administration.
Responsibilities include but are not limited to the following:
-Oversee daily HR operations and assist the HR Director in strategic planning to meet departmental goals.
-Supervise and mentor HR Coordinators. Provide guidance and training in the areas of HRIS management, recruitment, onboarding, time and leave, payroll, and benefits administration.
-Process personnel transactions in CUNYfirst, including onboarding, terminations, appointments, reappointments, salary increments, and job changes. Ensures accurate and timely processing of HR actions.
-Manage benefits administration for skilled trades staff, including health insurance, commuter benefits, pension plans, tuition waivers, and other covered benefits.
-Managerecruitment activities in the Talent Acquisition Management (TAM) system and manage position transactions.
-Participate in hiring pools and serve on search committees for classified staff vacancies.
-Provide guidance on functional and payroll title classifications based on job responsibilities.
-Communicate HR policies and procedures; develop and distribute guidelines; maintain and update the HR website.
-Perform related duties as assigned.
NOTE:
Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum Qualifications
Bachelor's Degree and six years' related experience required.
Preferred Qualifications
-HRCI or SHRM Certification.
-Demonstrated HR managerial experience in higher education, preferably within a public university system.
-Proficiency with HRIS and payroll platforms such as PeopleSoft, Workday, NYS/NYC payroll Systems, ADP, or Kronos.
-Current in-depth knowledge of employment laws and regulations impacting higher education, public sector labor laws, NYC and NYS labor contracts, rules, regulations, policies, and federal and state employment compliance requirements.
-Proven record of professional integrity, sound judgment, and discretion when managing sensitive and confidential information and assignments.
-Strong written, verbal, and interpersonal communication skills with the ability to convey information effectively across all levels of the organization.
-Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a high-volume, time-sensitive environment.
-Commitment to customer service excellence, with strong organizational and follow-through skills to plan, prioritize, develop and execute multiple concurrent assignments effectively.
-Strong work ethic and professional poise with ability to maintain integrity, confidentiality and discretion and successfully navigate complex and sensitive organizational dynamics and interactions with diplomacy and tact.

CUNY TITLE OVERVIEW
Manages a portfolio of Human Resources programs and operations at the College level.
Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
Manages staff responsible for carrying out operations in the Human Resources office
Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
Compiles accurate and well-organized reports
Assists management with developing policies, procedures, and programs to support Human Resources' objectives

COMPENSATION AND BENEFITS
The salary range is $102,408 - $113,982 , commensurate with credentials, education, and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
