About this Job
The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-623.
The Office of Risk Management administers the state's risk management program and self-insurance fund. ORM is solely responsible for managing all state insurance coverage, both purchased and self-insured, for workers' compensation, property, and casualty exposures. ORM is also responsible for managing all tort claims made against the state or any of its agencies, whether or not they are covered by the self-insurance fund.
At the designation of the Commissioner of Administration, ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management Agency (FEMA) Public Assistance Grants under Subpart G, Title 44 Code of Federal Regulations.
ORM contracts with a third party administrator to provide claims adjusting and loss prevention services, however ORM retains its authority to authorize and approve all claims negotiations and settlements.
ORM consults with its insured agencies on safety and loss control; provides for elevator inspections, jurisdictional boiler inspections, and testing of electrical equipment at state facilities; reviews agency contracts for insurance and indemnity clauses; issues certificates of insurance; and maintains valuations of state-owned property.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in property and casualty insurance, insurance underwriting, insurance claims adjusting, loss prevention, accounting, finance, budgeting, statistical analysis, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in property and casualty insurance, insurance underwriting, insurance claims adjusting, loss prevention, accounting, finance, budgeting, statistical analysis, or administrative services; OR
A bachelor's degree plus five years of experience in property and casualty insurance, insurance underwriting, insurance claims adjusting, loss prevention, accounting, finance, budgeting, statistical analysis, or administrative services; OR
An advanced degree plus four years of experience in property and casualty insurance, insurance underwriting, insurance claims adjusting, loss prevention, accounting, finance, budgeting, statistical analysis, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as an Associate in Risk Management (ARM), Certified Risk Manager (CRM), or Chartered Property Casualty Underwriter (CPCU) will substitute for one year of the required general experience.

Job Duties and Other Information
Job Duties:
Provides administrative direction to the three State Risk Administrators who lead statewide Risk Management programs, including Casualty Claims; Property Claims & Disaster and Recovery Management; and Underwriting and Loss Prevention; and to the Accountant Administrator 3, ORM's chief fiscal officer and head of accounting. Provides broad direction to an Administrative Program Director 1 over critical and diverse administrative programs and office-wide support services; and a second Administrative Program Director 1 who oversees the Medical Review Panel's statutory operations related to qualification of medical malpractice coverage for all public state health care providers.
Directs, supervises and monitors ORM programs. Reviews operational status and project updates, responsibilities, difficulties or accomplishments; Identifies budgetary requirements; and discusses program or process changes, critical needs, personnel matters, and issues requiring executive decisions. Considers and responds to recommendations and action plans proposed by leaders to streamline operations, manage costs and/or improve controls. Ensures business processes, procedures and desk reference manuals are routinely reviewed, and updated to meet changes in laws and policies. Investigates and responds to grievances, and participates in disciplinary related functions as necessary. Directs or participates in investigation and resolution of serious problems or threats to either risk management programs or administrative services. Participates with Director and leadership team in meetings on complex issues, and on the development of new strategies to achieve the mission of ORM.
Performs personnel supervision and administration. Personally observes and administers attendance, leave, work hours and work schedules for direct-reporting employees.
Uses good communication, documentation, observation and assessment skills to fairly plan and accurately evaluate the performance of each employee supervised. Assists direct reports in the development of professional growth and/or improvement plans for themselves and their employees, and in the identification of training programs for consideration. Ensures staff receive development/training to address work assignments, problematic issues as well as supervisory and or managerial responsibilities.
Monitors employment practices to comply with DOA Office of Human Resources (OHR) policies, State Civil Service (SCS) rules, and other State and/or Federal statutes/requirements. Provides proactive management of all section-level personnel liaison activities and timekeeper procedures. With Director's approval, leads agency processes to plan, initiate and finalize most OHR activities, including the posting of vacant positions, interview and selection of candidates, hiring and compensation, double incumbency, separations, reporting relationship changes, organizational unit or other changes that update the agency Organizational Chart. Administers the periodic update of official position descriptions for each active position of the agency, to ensure consistency, accuracy and quality of all information for each position.
Routinely reviews and recommends staffing level changes due to workload management. Reviews all ORM personnel actions and studies personnel, employment or organizational needs self-identified or reported by management staff. Works closely with others to develop recommended changes, prepares justifications, and recommends to Director any compensation, staffing or organizational structure changes suitable to meet the ever-changing needs and challenges faced by ORM. Leads, with Director's approval, OHR projects or initiatives.
Collaborates with hiring managers to prepare documents required for authorization of requests for additional T.O. or Job Appointments, or for unit reorganizations. Drafts position language to describe function of work, job duties, and responsibilities. Determines need for Certification of Supervisory Elements over Contract Personnel form use. Provides documents to Director and finalizes PD content and justification to use in seeking support of DOA Leaders. If approved, participates in presentations and discussions with OHR, DOA and CS as needed. Finalizes actions through formal DOA Office of Human Resources review/approval processes and Civil Service authorizations. Frequently participates with hiring managers in interviews for vacant positions and provides input on candidate selection.
Reviews, formulates or supports development and revision of ORM personnel policies. Participates on Director-lead projects such as those to improve business
office environment, address cultural goals, or plans for succession and employee retention.
Assists Director with all major procurement initiatives, along with significant involvement in Office of State Procurement-guided Request for Proposals (RFP) development processes. This may include proposal evaluation committee participation and contractor selection for large contracts providing support services, such as third party administrator (TPA) responsible for investigating, adjusting and managing all claims and conducting all loss prevention activities; insurance brokerage services (Broker); actuarial services (Actuary); disaster consulting services (Disaster Consultant); and elevator inspection (Elevator Inspectors) services. This includes participation in contract negotiation, development and implementation of operational procedures, and development and implementation of monitoring plans. Directs or supports transition processes when a new contractor selection occurs through competitive processes.
Leads and directs the development, revision, implementation and utilization of documents that outline the administration, support, monitoring, and evaluation processes that, along with RFP proposals and contract language, define ORM's working relationship with service contractors. These include the TPA, Broker, Actuary, Disaster Consultant, and Elevator Inspectors. Most contract administration plans include three facets: (1) Written client instructions, developed by program personnel, and given to provide guidance to contractors on State processes; (2) Unit monitoring plans identified for each program area and each contractor providing services; and (3) Interim performance evaluations are prepared on a scheduled basis to assess and report performance outcomes to executive leadership. These documents both identify and support remedial action that may be necessary if/when contractor competency or other concerns arise. Directs or supports formal processes to address identified problem areas, works with the contractor to implement corrective action, and pursues legal action if necessary.
Acts under Commissioner of Administration delegated purchase authority. Approver for internal purchase orders. Purchasing and CBA Card Program approver. Completes training and performs approver responsibilities as defined in State and/or ORM policies and procedures. Supports all state reviews and audits of card activities, and the formulation of responses to auditor/reviewer comments.
Assists Director in managing State's self-insurance program, which includes multi-line commercial property and casualty insurance coverages. Assists in annual insurance placement meetings with commercial insurance company executives to assess requirements, determine available coverage, and explain risk management programmatic changes.
Supports all planning, venue selection, registration, and delivery of annual risk management conferences and/or training for client agencies covered under the program.
Participates in planning, review, and approval of recommendations and resource levels associated with implementation of new technology or software applications.
Formulates or assists in development/revision of ORM policies, including meeting with DOA for their review and approval. Communicates approved ORM policies to staff and oversees any required implementation.
Assists in the development and monitoring of Strategic Plans, Operational Plans, Performance Indicators, and annual budget for ORM. Supports the production of the annual report and other documents or reports prepared for special initiatives, the Governor, and/or the Legislature.
May assist in the monitoring of legislation and assess impacts to the risk management program. May initiate the development of legislation to present to the Commissioner of Administration in an effort to achieve a more effective state self-insurance program, reduce future liabilities/claims, and lower accidents through efficient loss-control practices. May testify before legislative committees to explain ORM operations and/or seek approval of budget requests.
Meets with state officials and agency personnel including Department Secretaries, Undersecretaries, Agency Directors/Fiscal Officers, State Budget Director, Legislative Fiscal Office staff, and Legislative Auditors Office staff to resolve problems and provide information.
Oversees or prepares various @types of reports. Prepares and/or reviews correspondence on complex and sensitive personnel, claims, or fiscal matters.
Leads risk management operations and exercise signatory authority of the State Risk Director in his/her absence. Attends meetings and conferences, as requested. Performs any and all other duties at the direction of the Director, including required travel.
