The Director of Fiscal and Administrative Services (FAS) provide agencywide leadership for critical administrative operations in procurement, contracting, asset management, facilities, space planning, continuity of operations, and compliance systems within the Department of Public Safety (DPS). The role ensures alignment of enterprise-wide administrative functions with DPS's mission, delivering efficient and accountable services while supporting long-term operational resilience, fiscal integrity, and organizational safety.
Responsibilities include:
Provide strategic planning, project management, and policy oversight for DPS administrative operations.
Lead agencywide procurement, contracting, and leasing functions; ensure compliance and integrity.
Develop and deliver training programs.
Oversee Agency Internal Controls and Accountability, including oversight of all audits, corrective action plans, and agency risk assessment projects.
Lead strategic space planning efforts and direct building and warehouse operations.
Direct business continuity, continuity of operations (COOP), continuity of government (COG), and all hazard planning efforts.
Develop and oversee DPS-wide safety, wellness, and workplace violence prevention programs.

Minimum Qualifications
Five (5) years of progressive leadership, supervisory or managerial experience managing administrative operations, including strategic planning and directing the work of staff. Bachelor's degree may substitute for one year of experience; master's degree may substitute for 18 months of experience.
Experience must include all of the following:
Managing complex projects involving multiple stakeholders, tight timelines, and high expectations
Coordinating or collaborating with public agencies, contractors, or cross-functional teams
Strong organizational and planning skills, with the ability to move work forward independently
Developing and implementing administrative policies, managing budgets, and ensuring compliance with state and federal regulations.
Ability to work effectively and cooperatively with individuals from diverse backgrounds and underserved communities.
Preferred Qualifications
Seven (7) years or more of progressive leadership, supervisory or managerial experience managing administrative operations, including strategic planning and directing the work of staff.
Experience navigating complex regulatory environments and ensuring compliance with state and federal frameworks, including policy development and monitoring.
Proven ability to lead large-scale projects and planning to align them with organizational goals.
Demonstrated success in building partnerships and leading collaborative planning and decision-making.
Experience working in or supporting a public safety, emergency management, or law enforcement environment, with an understanding of the operational, regulatory, and organizational complexities unique to such settings.
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
