This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
This position is responsible for managing an IT service to ensure that the services aligns with MNIT strategy, policy, and direction, as well as stakeholder needs from both the agency business, application owner, and constituents of the state of Minnesota. The position will lead the negotiation and implementation of applications to the state's Constituent Identity and Access Management (CIAM) Platform. The role focuses on enabling seamless, secure, and unified access to multiple government services through a single portal, ensuring exceptional user experience and robust security. Additional this position will bridge product vision with program execution to deliver impactful results.
This position requires an employee to be onsite at Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in progressive program and product management related to IT and cyber security.
Experience must include:
Developing product plan (business plan) for new service concepts deemed "feasible".
Ability to use creative problem solving to resolve complex issues of a time sensitive managerial, technical, administrative, legal, political, diplomatic, and operational nature.
Performing IT program and product related management functions.
Reporting out and presenting to leadership and other high level stakeholders (such as executives, commissioners, board).
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Proven track record launching and scaling successful products or platforms.
Strong strategic thinking and business acumen - ability to align product vision with organizational goals.
Deep understanding of user research, customer feedback loops, and market analysis.
Skilled in stakeholder engagement, especially across departments or agencies.
Experience integrating security metrics and risk dashboards into product decision-making.
