Undersea Systems is seeking a highly motivated Capture & Affordability Program Manager for the Taiwan Indigenous Defense Submarine (IDS) program. This position reports to the Taiwan IDS Program Manager and leads strategic efforts across the Program Leadership Team (PLT), Development Integrated Product Team (IPT), & Production IPT. The Taiwan IDS Capture & Affordability Program Manager will be responsible for managing portfolio growth and affordability efforts. They are responsible for removing barriers and defining solutions that support the program.
It is expected this person will assist the Taiwan IDS Program Manager to prepare proposals, strategy and submit gate packages, and lead affordability efforts (risk & opportunity management, cost reduction initiatives, and best value source selection). This position will work across all Raytheon functional organizations to staff the program to support capture and affordability efforts, ensuring sales growth and margin improvement over the life of the program. This is a large and dynamic international Direct Commercial Sales (DCS) program, with a cross-functional team spanning multiple Raytheon locations and a customer half-way around the world. This position will be on-site based out of Portsmouth, RI or one of the Naval Power sites listed

What You Will Do:
The role must establish and maintain a positive program culture to which top talent is attracted.
Lead contract proposal process to include bidding, gating, negotiation, and contract definitization.
Lead cross-functional teams in creation of customer-enticing white papers and winning proposals.
Lead the program risk and opportunity management in accordance with specific financial goals and obligations. This includes driving establishment and completion of actionable risk mitigation and opportunity capture plans.
Developing presentations and presenting at program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
Meeting contractual commitments including financial, technical, and schedule performance of the program within contractual boundaries and company expectations.
Develop program-enhancing partnerships with internal functional organizations including but not limited to Contracts, Finance, Engineering, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Configuration Management, Data Management (CDRL support), and administrative functions.
Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership
Ability to travel as needed (Domestic and International)

Qualifications You Must Have:
A University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years' experience
Prior Program and of Project experience
Prior Leadership/Management experience
Prior experience with financial management/analysis tools
Prior experience with Cost and Scheduling
Qualifications We Prefer:
Master's Degree from an accredited university
Raytheon PM Certification Level 5 (or equivalent) or Foundational Capture Manager Certification or ability to obtain within a year
Experience with financial analysis tools and capture management tools and/or systems
Experience balancing technical, cost, and schedule constraints
Raytheon PM Certification Level 4 (or equivalent) or Intermediate Capture Manager Certification or ability to obtain within a year
Prior experience leading Rough Order of Magnitude (ROM) estimates and Engineering Change Proposals (ECPs) for development, production, and/or sustainment programs, preferably in the aerospace and defense industry.
International program or capture experience with a firm fixed price contract structure
Demonstrated knowledge of International Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements
Experience with Affordability, Design to Unit Production Cost (DTUPC), Producibility, and Warfighter Integration
Experience developing, reviewing, and synthesizing proposal packages for management review and approval.
Proficiency with Raytheon Capture Management and Risk & Opportunity Management tools or similar systems.
Exceptional communication, writing and presentation skills with experience presenting internal Raytheon leadership, customers, partners, and/or subcontractors
Experience working with Navy and/or International

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
