GENERAL DESCRIPTION:
Join our team and play a key role in supporting essential public transit programs across the state.
In this position, you'll help drive the fiscal reporting process required by the Federal Transit Administration (FTA) and State Rural Public Transit Programs-ensuring accuracy, transparency, and compliance. You'll also assist in managing reimbursement requests and contract amendments for Local Transit Agencies and individual service providers, helping to keep critical transit services running smoothly for communities that rely on them.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Assists the Transit Consultant with the overall fiscal and grant reporting procedures required by the Federal Transit Administration
Processes fiscal reports
Maintains accurate bookkeeping records
Preparing quarterly and annual Federal Financial Reports and Progress Reports for the FTA (Federal Transit Administration)
Coordinates with WYDOT Financial Services regarding payment coding, tracking and closing out of projects
Operates the FTA Electronic Grant Award and Management System
Assists with the transit budget and grantee funding process
Tracks fund transfers and billings required for FTA funding sources
Compiles FTA funding sources and assists with entering projects into the State Transportation Improvement Program (STIP)
Works with individual transit providers to secure executed agreements
Adjusts budget figures for executed amendments.
Receives reimbursement requests from Local Transit Agencies and checks the requests for errors
Coordinates any corrections, and prepares voucher groups that are submitted for approval and eventual reimbursement
Qualifications
KNOWLEDGE:
Knowledge of evaluating data and writing a narrative report of findings
Knowledge of database design techniques and maintaining a database system
Strong attention to detail

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

**Qualifying eligibility and criteria for the hiring bonus:
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
Temporary employees accepting a full-time or part-time permanent position
Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12 month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
