ABOUT THE ROLE
The Human and Organizational Performance (HOP) Program Lead plays a vital role in supporting the Safety Team in developing and sustaining a high functioning safety and health management system. The role will help to ensure a common understanding and incorporation of human performance principles in CEI's safety management system, including training and integration of The Capacity Model (TCM) principles. This position will report to the assigned Director of Safety.
Support the corporate safety organization in development and implementation of TCM concepts and programs.
Provide subject matter expertise in the development of Human and Organizational Performance (HOP) training and reinforcement activities.
Integrate Human Performance Principles in key safety processes such as root cause analysis, risk assessment, critical control development, and job planning.
Evaluate the effectiveness of safety programs through analysis of leading and lagging indicators in various data collection platforms.
Identify safety themes and trends to make data-based recommendations for continuous improvement and take an active role in implementation of these projects.
Conduct HOP field observations and analyze behavioral data to uncover actionable insights that drive business decisions.
Collaborate with field personnel and Safety leadership in the development of project-specific corrective action plans to address safety issues and concerns.
Collaborate with other key stakeholders such as Asset and Risk Management, Learning and Development, and other cross-functional partners in the design and execution of cultural change programs to drive adoption of human and organizational performance improvements.
Provide regular feedback to corporate safety leaders on opportunities for program improvement.
Provide coaching and mentorship to safety professionals on human and organizational performance principles.
Provide real-time coaching and reinforcement to management and field workers on the proper application of HOP Principles, Error Reduction Tools, and desired safe behaviors.
Develop and facilitate safety professional mentoring and skills development program/platform.
Facilitate structured learning teams to explore everyday operations or in response to an event to identify system vulnerabilities and improvement opportunities.
Assist with development of training curriculum that is consistent with adult learning principles.
Develop framework for evaluating the effectiveness and impact of training initiatives.
Review and evaluate HOP tools utilized in industry and organizationally to ensure the effective use of HOP tools and to maintain alignment with current industry practices.
Foster a culture of open reporting and blame-free investigations to increase the capability to drive to effective problem solving in human error related events.
Knowledge: Knowledge of a wide range of safety and occupational health concepts, principles, and practices, laws, and regulations applicable to the performance of more complex administrative responsibilities which requires the planning, organizing, directing, operating and evaluation of a safety and occupational health program. Demonstrates comprehensive and integrated OHS technical knowledge underpinned by a theoretical understanding with depth in some areas.
Job Complexity: Performs a range of complex advisory and technical activities in a variety of @contexts. Assignments cover a wide range of work operations and environmental conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupational health that have exacting technical requirements.
Supervision: Defined responsibility in @contexts that are subject to frequent change within broad parameters. The work assignment typically requires independent interpretation, evaluation, selection and application of guidelines to specific situations including modifications and adaptations when necessary. In addition, judgment frequently must be exercised in applying standard hazard control or elimination practices to different situations.
ABOUT YOU
Understanding of electrical industry consensus standards such as NFPA, NESC, ASTM, and ANSI.
Understanding of adult learning principles and curriculum development experience.
Effective project management, organization, prioritization and execution of important initiatives.
Experience leading causal evaluations and learning teams.
Knowledge and experience in HOP training programs and implementation.
Strong leadership, communication, and interpersonal skills with ability to collaborate with all levels of employees, customers, and outside professionals.
Experience with union workforce desired.
Ability to work independently.
Strong organizational skills.
Strong communication and presentation skills, with the ability to influence behaviors.
Technology proficient and strong computer skills (ex.: Proficient with Microsoft Office Suite; Outlook, Word, Excel, PowerPoint, etc.).
Bi-lingual desired.
GENERAL WORK ENVIRONMENT
Standing, walking, sitting, climbing, typing, carrying, pushing, bending. Work is conducted in both indoor office settings and outdoor construction job site settings. Environmental conditions will vary.
Ability to drive (must be physically able to drive with valid driver's license and no driving restrictions). The work area of a project site can be expansive so must be able to drive throughout the work site (via a buggy, car, truck, etc.).
Occasional work at heights, in confined space, and lifting up to 40 pounds.

Up to 50% travel.
MINIMUM QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Education: High School Diploma or GED required. Bachelor's Degree in Human Factors, Industrial/Organizational Psychology, Environmental Health and Safety, or a combination of education and experience providing equivalent knowledge. Master's Degree preferred.

Licensure/Certifications: OSHA 30 Construction required. CPR/FA Certified (Trainer Preferred). CHST, OHST, or CET Certified.
Experience: Three (3) to five (5) years of construction safety experience (electrical safety experience preferred). Relevant experience considered.
