Job Description: Under the direct supervision of the Compliance Supervisor the Compliance Examiner will be responsible for helping to ensure providers and parents within the CAPS Program are in compliance with federal rules and regulations. To ensure compliance, the Compliance Examiner will conduct complaint investigations/reviews of payments made to providers who participate in the CAPS Program based on established policy, federal and state laws and rules and regulations. The Compliance Examiner will also review parent cases to determine if eligibility was correctly determined. The Compliance Examiner will assist other Compliance Examiners in group complaint investigations and assist the Compliance Supervisor/Manager with other duties as assigned. The Compliance Examiner will be required to maintain knowledge of changes in federal rules and regulations and state policies for the CAPS Program to perform the duties of this position. The position is mobile and requires statewide travel with some trips to Atlanta headquarters. Mileage and overnight stay reimbursement are provided for work related travel. Possession of a valid driver's license, consistent access to an insured vehicle, and the ability to travel is required as a condition of employment.
Job Responsibilities:
Ø Maintains expert knowledge of changes in federal rules and regulations and state policies for the CAPS Program.
Ø Able to answer technical questions about investigations/reviews from providers, parents, and other stakeholders.
Ø Develops plans of investigative action and coordinates investigations and reviews of payments to ensure program compliance.
Ø Collects, organizes, and analyzes data necessary to complete the tasks in the investigations/review plan.
Ø Conducts on-site visits to CAPS providers to obtain necessary documentation for investigations/reviews; interviews other witnesses including CAPS parents as needed.
Ø Examines and analyzes attendance and business documents and other data collected to determine potential overpayments to providers and parents and establishes overpayment claims where appropriate.
Ø Organizes and maintains a case file containing all necessary supporting documentation and evidence related to the investigation.
Ø Prepares investigative reports that are clear, concise, and thorough for submission to individuals or other parties with interest in the complaint investigation/review.
Ø Completes and submits complaint investigations/reviews to management in a correct and timely manner.
Ø Completes and submits hearing packets and prosecution summaries to management in a correct and timely manner and gives testimony in court when required.
Ø Provides appropriate level feedback to Supervisor/Manager during course of audit/review and advises management of issues/concerns.
Ø Participates in group projects and new initiatives within Audits and Compliance and offers support and assistance to other team members as needed.
Ø Works collaboratively with other interested parties and divisions of DECAL to ensure seamless and timely resolution to investigations and reviews.
Ø Participates in various agency activities to ensure the Audits and Compliance Division operates effectively within the Bright from the Start organizational structure.
Ø Demonstrates an ability to manage time, set priorities, work without direct supervision, and contribute to a highly defined team atmosphere.
Ø Demonstrates the ability to exercise sound judgment and decisiveness based on policy, procedure, and training.
Ø Proven ability to manage several investigations simultaneously and adapt to frequently changing demands on time.
Ø Demonstrates excellent case management, written and oral communication skills.
Ø Demonstrates ability to perform computer skills in Microsoft Office including WORD, EXCEL and POWERPOINT
Ø Other duties as assigned
Required Minimum Qualification:
High school diploma/GED and two (2) years of job-related experience.
Note: Some positions may require a valid driver's license.
Preferred Qualifications: Two years working with CAPS program policies and procedures. Knowledge of CCDF Regulations, one year working within the GACAPS, Gateway, Koala, GAPREK, and document imaging systems. One year investigative experience with a state or federal government entity.
Physical Position Requirements:
· Work is typically performed in an environment with intermittent sitting, standing, or walking in various settings.
· Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.
· The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.
· Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.
· Full range of hand and finger motion for data entry purposes.
