The purpose of the position is to provide engineering/architectural review, approval, and inspection of construction plans and specifications as they relate to physical plant requirements for state licensure and (federal certification) of Hospitals (Hospitals), Nursing Homes (Skilled Nursing Facilities and Nursing Facilities), Assisted Living, Assisted Living with Dementia, Boarding Care Homes (Nursing Facilities), Freestanding Outpatient Surgical Centers(Ambulatory Surgery Centers), Supervised Living Facilities (Intermediate Care Facilities for Individuals with Intellectual Disabilities), Residential Hospices (Hospices),and certified End Stage Renal Disease providers. In so doing, this position assures compliance with state statutes and rules and federal regulations and standards for physical plant, all for the purpose of licensure and certification. Federal certification is required for participation in Titles XVIII and XIX of the Social Security Act (Medicare and Medicaid).
Working as a Public Health Engineer you will:
Review drawings and specifications for proposed construction or modifications in accordance with Department policy so that standards and rules for Federal certification and State licensure will be met, and the review and approval process can meet the clients' construction timetables.
Conduct on-site inspections of new construction, modification or conversion projects for physical plant compliance with laws, standards and rules, so that facilities can be cleared for certification and licensure.
Provide technical assistance and advice to health care facility administrators and staff, design architects and engineers, personnel from other state agencies and local officials.
Provide the necessary communication with clients regarding proposed projects, and to coordinate the plan review/inspection functions with related Division staff so that designated responsibilities are carried out in accordance with established policies.
Develop, present and/or participate in educational/training activities for personnel of health care facilities, State Fire Marshal Division staff and Health Regulation Division Staff regarding state licensure and/or federal certification requirements.
The position serves in facilities located throughout the state of Minnesota with 50% of work time spent onsite at designated facilities. When not onsite, remaining follow-up work is performed by teleworking from your home office.
Position location will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls.
Minimum Qualifications

Two (2) years of engineering or architectural experience
AND
Licensure with the Minnesota Board of Architecture, Engineering, Land surveying, Landscaper architecture, Geoscience and Interior design (AELSLAGID) under the provisions of M.S 326.02-326.15.
Preferred Qualifications
Earned master's or bachelor's degree in engineering or architecture from an accredited school.
Knowledge of the MN State Building Code as it relates to the different @types of facilities we regulate.
Knowledge of the Life Safety Code and FGI Guidelines.
Ability to organize and implement multiple activities.
Experience or knowledge with Minnesota Department of Health's current survey process.
Experience conducting quality improvement activities.
Ability to identify deficient design and construction items and provide solutions.
Physical Requirements
Ability to be mobile on rough and unfinished topography to access all areas of construction.
Ability to climb a ladder and a stairwell to access mechanical and electrical equipment.
Ability to bend over and work in the prone position to inspect various components of the architectural, mechanical, and electrical system of the building.
Additional Requirements
This position requires successful completion of a background check and employment reference check.
This employment does not require a driver's license, but it does demand travel, which the candidate will be responsible for meeting.
