The Child Safety and Family Preservation Supervisor exists to provide supervision to staff of the Child Safety and Family Preservation unit of the Child Safety and Permanency Administration. The efforts of this team are to design, develop, implement and coordinate activities, functions, operations, policies, process and procedures of the state's child protection system and to support families in staying safe and together. The position supports Department priorities and complies with state and federal requirements related to the upfront child protection response.
This position supervises the coordination and monitoring of performance for a team of child safety-related program representatives; is responsible for state planning and coordination for the state's child safety and family preservation efforts; plays a significant role in advancing/improving the upfront child protection response according to current best practice/research, and ensures alignment with the child welfare practice framework, safety framework, and Administration priorities.
This position works closely with other program areas within Child Safety and Permanency, other Administrations within the Department of Children, Youth, and Families (DCYF), other state agencies, such as the Departments of Human Services, Health and Education, community partners, and with county and tribal agency directors and staff in carrying out primary responsibilities regarding child safety and family preservation. This position is responsible for promoting, developing and/or maintaining mechanisms for communicating about and coordinating key activities and planning efforts regarding child safety to Division management, departments across DCYF and in other state agencies, with community partners, county and tribal agency staff, and the legislature.
Responsibilities include:
Supervise staff to achieve the objectives of the Safety and Family Preservation Unit through recommendation or exercise of authority to hire, promote, evaluate performance, reward, discipline, suspend, discharge, assign work, adjust grievances, write position descriptions, and provide first level administration of applicable labor contracts of employees.
Supervise the development, administration and implementation of policy, procedures, and guidance related to the upfront child protection response. Ensures strategic alignment of child safety and family preservation efforts with the mission, vision, goals and priorities of the Division/Administration, and other statewide efforts.
Participate in planning and priority setting with other policy, program and support system areas across the administration and other child maltreatment prevention/child, family and community well-being promotion stakeholders as appropriate, to create alignment and build organizational effectiveness capacity.
Maintain proficiency in child safety and family preservation efforts; stay current with research; seek out information on innovative and emerging programs, frameworks and strategies to ensure continuous quality improvement of child safety, family preservation and well-being.
Provide other direction and support, as needed, to further the mission, vision and values of the Child Safety and Permanency Administration and Department.
Minimum Qualifications

Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
AND
Four (4) years of specialized professional work experience working/managing child welfare programs including strategic planning and directing the work of staff. Experience must demonstrate the following:
Knowledge of federal, state laws and regulations related to child welfare
Demonstrated experience working in partnership with communities and individuals who experience current and historical oppression and systemic bias
Public policy analysis and development sufficient to create and coordinate policy and programs to improve performance outcomes
Program planning sufficient to develop and recommend planning strategies regarding programs, policies, and legislation
Preferred Qualifications
Master's Degree in social work, child welfare, public administration, or related field
Analytical skills and written communication sufficient to interpret and draft policy and to research and analyze complex policy and program issues.
Human relation skills sufficient to build networks of colleagues throughout the public sector; to effectively persuade; to deal effectively with complex and oftentimes, competing relationships and political agendas. Human relation skills sufficient to understand, develop, motivate, collaborate and lead others.
Negotiation and mediation skills sufficient to resolve differences between competing or different positions and to influence the endorsement, acceptance and priority for agency positions and policies.
Interpret, evaluate, and assess the impact of policy, legislative, and legal changes on program initiatives.
Ability to comprehend complex inter-relationships of programs/services and ability to project the implications of various and alternative decisions on the system as a whole
Variety of experiences working effectively with others from different backgrounds and cultures.
