Finance and Administration Manager

As a key member of the Police Department\'s senior command staff, the
Finance and Administration Manager provides strategic oversight and
operational leadership for all financial, administrative, and personnel
functions within the department - excluding internal affairs and
disciplinary records. This role ensures fiscal accountability,
regulatory compliance, and efficient administrative operations, while
supporting the Chief of Police and other command staff in advancing
departmental goals and initiatives. We are an affirmative action/equal

essential to our public service. RESPONSIBILITIES - Oversees all aspects
of the Department\'s financial, administrative and personnel matters. -
Completes all functions necessary to process bi-weekly payrolls;
maintains compliance with various collective bargaining agreements and
relevant wage and hour laws. - Oversees the accounts payable processes,
including year-end processes, requisition and voucher maintenance,
etc. - Serves as the Commander of the Department\'s Administrative
Services Division - Supervises the civilian members of the
Administrative Services Division. - Engages in various employee relation
matters including performance management and evaluation process,
grievances, negotiations, recruitment, etc. - Assists the Chief in
developing and implementing the Department\'s budget. - Establishes
internal procedures for control and oversight of revenues and
expenditures. - Responsible for the development and updating of a
department\'s financial policies and procedures. - Provides other
department commanders of regular budget reports for planning and
accountability purposes. - May periodically represent the Chief of
Police in some administrative and financial matters. - Performs other
duties as assigned or required. QUALIFICATIONS - Bachelor\'s Degree in
Business Administration, Public Administration, or a related field. -
Minimum of five (5) years of relevant experience with specific
experience in municipal budgets, personnel management and operational
procedures. - An equivalent combination of education and experience as
deemed appropriate may be considered. - Candidates must be able to pass
a law enforcement background investigation and security clearance. -
Proficiency in Microsoft Office products required, experience with both
MUNIS and IMC is preferred. - Strong business acumen with comprehensive
knowledge of principles and practices of modern municipal/ public
administration. - Experience preparing and monitoring a municipal budget
in excess of 10 million. - Demonstrated experience processing payroll,
maintaining accurate time and attendance records, auditing employee
accruals, and ensuring compliance with municipal, state, and federal
payroll regulations. - Thorough knowledge of municipal budgetary and
financial methods and principles. - Ability to apply laws, policies, and
contract provisions pertaining to payroll procedures. - Ability to
maintain strict confidentiality regarding personnel matters. - Ability
to apply principles of supervision, training, employee motivation and
performance evaluation. - Ability to express oneself clearly and
concisely, orally and in writing. - Ability to maintain professional
working relationships with other employees and departments within the
City; ability to interact with people on an up-beat and friendly basis,
regardless of circumstances. HOURS 35 hours per week Monday - Friday,
8:30AM - 4:00PM SALARY \$75,973.23 - \$98,765.21
