Summary The primary purpose of this position is: to provide professional financial management oversight on compliance, interpretation and implementation of a wide variety of policies, regulations and directives as they pertain to the continued deployment and long-term sustaining operations for the Defense Travel System and Reserve Travel System. Acts as the Lead Travel Entitlement Specialist for DTS and RTS and the DTS Financial Defense Travel Administrator (FDTA). Responsibilities Serves as the lead focal point for all travel payment processes and related feeder and accounting system data. Provides administrative and technical oversight of all the wing's travel entitlements and payment processes. Conducts complex analyses of automated financial management entitlements, disbursing and accounting systems, policies, procedures and practices which support the travel voucher processing payment programs Manages the Defense Travel System (DTS) and the Reserve Travel System (RTS) programs. Serves as the Financial Defense Travel Administrator (FDTA). Manages the DTS debt Management Module (DMM) to ensure due process is served and over-payments of travel entitlements are collected in a timely manner Plans, reviews and analyzes financial policies related to travel and transportation entitlements to ensure their effectiveness and consistency. Develops and sets travel pay policy in coordination with the Supervisory Financial Services Specialist and Financial Management Officer Conducts various reviews to assess and manage organizational performance. Manages the Travel Pay self-inspection program. Manage the processes related to the protection of Personally Identifiable Information (PII) for all travel vouchers and related correspondence and data storage Provides travel entitlement and travel voucher training to all personnel supported by the wing. The training criteria involves receiving and maintaining access to the Enterprise Web-based Training System (EWTS), developing course plans, developing or locating handout materials, ensuring equipment is operational and developing and maintaining written training guides Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: the comprehensive and detailed knowledge of the exceptionally large and complex DTS, its organizational database structure and the interfaces with existing and future financial management systems, knowledge of travel payment system data and the impact on DoD travel and military pay entitlements, the organization's obligation authority, recovery of over-payments and the resolution of non-payment of travel and transportation entitlements, and knowledge of budget formulation and execution in order to analyze the financial transactions and information involving travel pay, identify out-of-balance conditions and variances, and provide impact and/or corrective actions and to assist commanders in effecting sound financial management decisions. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of and ability to utilize principles, methods and techniques and systems of Financial Management. 2. Knowledge of and ability to utilize all aspects of automated travel payment systems (RTS/DTS) to ensure accurate payments that are in full compliance to legal and fiscal directives. 3. Ability to gather, assemble and analyze data to prepare and communicate information to various @types of audiences/recipients and to evaluate effects of changes on programs and processes. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to plan organize and lead the functions and co-workers of a small to medium-sized organization.
