Summary This position is in the Sterile Processing Services (SPS) program under Patient Care Services at the Lebanon Veterans Affairs Medical Center. SPS consists of multiple areas, the incumbent of this position will be supporting the decontamination, preparation and distribution of the hospital's critical and semi-critical reusable (RMD) medical devices. Responsibilities Total Rewards of a Allied Health Professional Medical Supply Technician (Sterile Processing) Duties: GS-4 (Developmental Level): This is a developmental position in SPS as a Medical Supply Technician (MST). In this position, the incumbent will provide manual cleaning, decontamination, inspection, preparation and assembly, disinfection, sterilization and transport to end user of critical and semi-critical Reusable Medical Devices (RMD) in support of Medical Center operations. Reusable Medical Devices: The incumbent will have knowledge of the processes for RMD as required by this position. The incumbent will be required to maintain current knowledge of the Standard Operating Procedures (SOPs) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of RMD appropriate to this position. The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RMD appropriate to this position. GS-5 (Developmental Level): Developmental level. Removes soil, blood, tissue fragments, body fluids and other contaminants by wiping, soaking, rinsing and scrubbing. Inspects packages for indications of proper sterilization, assembles basic sets and trays used throughout the medical center including those used in the operating room. Prepares, loads, and operates sterilizers such as steam, Sterrad, Steris, and a high-level disinfecting process; Performs segments of work pertaining to the decontamination, sterilization and inspection of RMD. Operates equipment involved in the cleaning, disinfection and sterilization processes. Receive guidance from more experienced staff members and require frequent and direct supervision. Reusable Medical Devices: All personnel who are involved in the reprocessing of RMD are responsible for knowing what reusable instruments, equipment, medical devices or supplies are used (inventory) in their clinical area. Must be familiar with which items are reprocessed locally (on unit) and/or which are sent to Sterile Processing for reprocessing and/or sterilization. If items are transported for reprocessing, personnel must be aware of the individual decontamination steps to be taken prior to transport of item and the appropriate method of transport. Responsible for following the local SOP drafted in accordance with the manufacturer's written recommendations. Sterile Processing and Infection Control should be consulted when clarification of written instructions are needed. GS-6 (Full performance level): Receives contaminated critical and semi-critical RMD or noncritical equipment in the decontamination area. Disassembles the RMD and determines the correct cleaning method, such as, but not limited to, ultrasonic cleaners, mechanical washers/disinfectors, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions for use (MIFU). Inspects, assembles and determines the correct method and packaging for sterilization, such as, but not limited to steam, Sterrad, Steris, and high level disinfecting scope re processors. Performs and documents daily operational checks and records for all processes and equipment. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. GS-04 (Developmental Level) Experience/Education Requirement: In addition to meeting the basic requirements, to qualify for the GS-04 you must meet one of the following experience or education requirements: Experience: Six months' experience as an MST, operating room or surgical technician or other position that demonstrated knowledge of sterile processing in a clinical setting; OR Education: Two years of education above high school that included at least 12 semester hours in courses related to the occupation. NOTE: Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or nursing assistants obtained in a training program given by the Armed Forces, the US. Maritime Service, or hospitals under close medical and professional supervision, may be substituted on a month-for-month basis for up to 6 months of experience. In addition to the experience or education above, the candidate must demonstrate the KSAs below: 1. Knowledge of universal precautions for safety and prevention of cross contamination. 2. Basic knowledge of medical terminology in order to assemble specialty operating room/clinic instrument sets. 3. Basic knowledge of sterilization and cleaning devices. 4. Ability to communicate both orally and in writing. GS-05 (Developmental Level) Experience/Education Requirement: In addition to meeting the basic requirements, to qualify for the GS-05 you must meet one of the following experience or education requirements: Experience: One year of experience equivalent to the next lower grade level (GS-4). Examples of specialized experience include but are not limited to: Performing segments of work pertaining to the decontamination, sterilization and inspection of reusable medical equipment (RME); completing segments of work pertaining to the assembly of basic sets and trays for use in the medical center; operating equipment involved in sterilization processes; preparing operating room case carts; OR Education: Four academic years above high school leading to a bachelor's degree with at least 12 semester hours in courses related to the occupation or a bachelor's degree. In addition to the experience or education above, the candidate must demonstrate the following KSAs: 1. Basic knowledge of surgical instruments used in operating rooms and clinic settings. 2. Basic knowledge of event-related packaging in regards to sterility. 3. Knowledge of sterilization and cleaning devices. GS-06 (Full Performance Level) Experience Requirement: In addition to meeting the basic requirements, to qualify for the GS-06 you must possess one year of specialized experience equivalent to the next lower grade level (GS-5). Examples of specialized experience include but are not limited to: Removing soil, blood, tissue fragments, body fluids, and other containments by wiping, soaking, rinsing, and scrubbing; Inspecting packages for indications of proper sterilization, assembling basic sets and trays used throughout a medical facility including those used in the operating room; preparing, loading, and operating sterilizers such as steam, Sterrad, Steris, ETO, and a high level disinfecting scope reprocessor; prepares operating room case carts daily using surgery schedule. In addition to the experience above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs) at the GS-6 level: Knowledge of surgical instruments used in operating rooms and clinic settings. Knowledge of universal precautions for safety and prevention of cross contamination. Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures. Knowledge of sterility principles in regards to instrumentation. Ability to read and interpret written instructions and procedures. Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The Lead MST may be required to work in areas that are hot, cold, drafty, and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material and equipment handling. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation.
